MISSION CONTEXT
Context of the position:
The actual intervention context is characterized by remote management modalities of intervention, through Partners. Bring constant support and guidance to the teams and maintain technical quality in the frame of HI integrated approach is the main challenge to take up.
Objectives:
Under the responsibility of the Projects Manager, the Health and Safety Officer will be expected to:
Manage the implementation of Handicap International currently implemented projects;
Provide technical support to HI teams and partners;
Participate to identify and develop opportunities for project in the region;
Ensure that project comply with comprehensive strategy for HI activities;
According to the position, the Health and Safety Officer must keep all the data confidential, and share it only with the designated persons.

MAIN TASKS
1. Coordinate technical support to the partners
Update, design and as per need, request delivery of Health and Safety, IEC materials and, training curriculmu (for staff/partners, CSOs, teachers, etc.) safety briefings;
Make sure all produced material and tools are validated by Technical advisor and Projects Manager to respect technical guidance’s and quality standards;
Conduct trainings for Health and Safety teams based on the developed curriculum;
Ensure that all training sessions are conducted to a high quality standard as appropriate to context;
Supervision of training activities: Monitoring of initial ToT training and refresher training to be conducted for Health and Safety trainers;
Supervise or provide direct technical support through weekly contacts with partners;
Identify, in connection with Projects Manager, the skills and the external expertise which can contribute to the quality of the projects;
2. Monitoring & Evaluation and activities follow up
Assist technically the partners to ensure the project meets its objectives and maximize the positive impact of activities;
Monitor (remotely) the health and Safety sessions delivered and, provide advice and support to the teams and/or implementing partners to improve the quality;
Help to adapt reporting tools to measure the achievement of the project’s objectives and its impact;
Maintain weekly/regular reporting contact with partners in the field when possible for updates on their activities using social media, Facebook, Skype as appropriate;
Monitor other related field activities to ensure their quality and report to Projects Manager and, suggest and draft new tools when necessary;
To support design of studies and papers concerning Health and Safety issues relevant to projects;
Implement quality assurance monitoring to ensure team performances and quality of delivered activities in cooperation with M&E department;
Facilitate a system of sharing, learning, and documenting best practices and lesson learnt within the team and other HI teams;
Report on regular basis to Projects Manager based on existing planning tools;
Finance management of the project: follow up and validation of Health and Safety budget;
3. Projects development – Participate to the design of HI activities at mission level
Contribute in the identification of new needs to adapt the project or design new projects;
Analyze the local context in order to propose intervention methods and responses to opportunities that meet the needs of the beneficiaries;
Coordinate or participate to needs assessment upon request;
Participate in proposal design on the mission level (setting targets, budget, intervention strategy);
4. Strategy implementation – Support the mission to design and implement operation framework
Participate in the design of new operation frameworks and other relevant SOPs;
Participate into mission cross cutting thematic work groups;
Participate in strategic planning exercises of the mission and KAPB survey;
5. Representation – If requested support the program coordinator to represent HI and promote all aspects of its mandate
Promote the organization’s mandate and positioning with his/her partners;
Take part of coordination mechanisms alongside government, NGO and international actors;
Participate to the organization of internal and external events (team meeting, seminars, workshops and conferences);
Participate and support HQ/regional support mission;
Upon request of the Area Coordinator, represent HI in workshops, seminars, meetings conducted by governmental or nongovernmental stakeholders;
Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.
REQUIREMENTS
Education and experience:
Master’s degree in Humanitarian/Sociology/Anthropology/Development studies and/or Management recommended
Demonstrated knowledge and experience in Health & Safety
Experience in remote management
3 years of experience in project management
Experience in NGO necessary, preferably in a Health & Safety organisation
Computer Skills:
Good computer skills (Microsoft Pack Office mandatory)
Photoshop/Corel Draw and GIS (or equivalent software) is a strong asset
Professional & Personal skills:
Excellent interpersonal and intercultural skills
Ability to work under high pressure with a great level of personal organisation
Proactivity and flexibility
Diplomacy and interpersonal skills
Confident and incisive
Language:
Mandatory English and Arabic (oral and Written)
French would be an asset
