Senior Hr Officer (Career Development Specialist)

Main Role The Human Resources Career Development Specialist is responsible to support the HR Manager in guiding and leading LRC’s Human Resources practices to ensure that all departments and branches have the necessary human resources to meet organization needs. The Career Development Specialist will support the HR Manager in planning, developing and implementing the HR strategy and HR policies and procedures.  Support the HR Manager in the development and implementation of LRC HR Strategy Support the HR Manager in development and review of the annual HR budget Maintain HR policies and procedures and ensure they are updated, documented and communicated as per guidance from HR Manager Ensure LRC’s compliance with all legal and governmental procedures pertaining to all staffing matters Handle the implementation of LRC recruitment plan and support in the recruitment process as needed Conduct interviews as needed with related Department Director/Manager and ensure proper recruitment reports and interview evaluations are conducted Develop employment contracts and job offers and ensure conformity with legal standards Support HR Manager in implementation of onboarding policies and procedures for new joiners Support as needed in drafting and maintaining job descriptions Ensure HR legal compliance by monitoring and implementing applicable HR requirements in accordance with the Lebanese Labor Law; maintain records and represent the organization in hearing as and when needed Support in the implementation of the performance management process and ensure its proper execution across departments Support in managing individual development programs and guide department Directors/Managers on conducting training needs analyses and developing training plans and budgets Support HR Manager in leading and directing department Directors/Managers towards retaining and developing staff/volunteers Assist HR Manager in conducting exit interviews and prepare reports of reasons for resignations periodically as necessary Investigate and render final decisions on escalated grievance and disciplinary procedures cases
