Role purpose
7 month post of maternity cover to support the Programmes department through leadership of our work across SBU with particular focus on Education & English, ensuring coherence in our strategy and programme delivery for Lebanon. To ensure agreed activity targets and objectives are achieved to the satisfaction of Country Director and Director of Programmes and partnerships through effective use and management of financial and human resources.

Main Accountabilities:
Working in collaboration with Director of Programmes and Arts & Society Programme Manager for overall management of team and evaluate programme performance for education & English against agreed standards and objectives, and external frameworks.
Provide formal line management of 3 x programmes team staff in English & Education.
Monthly financial reporting for FCCF and SAP in country and MENA pipeline and commentary updates for MENA Region.
Business development of FCR/partner funded/co-funded opportunities (including setting up, recruiting, overseeing of UNHCR possible partnership contract and providing overall line management of consultants, and English expertise, working with UK and Regional finance, UK and local legal teams and maintaining responsibility for relationship with UNHCR - expected to take 50% of role time to set up and manage.
Coordinate with, design and deliver teacher trainer and trainer development programmes in collaboration with the Ministry of Education and Higher Education (MEHE) and the Centre for Educational Research and Development (CERD) as part of RACE.
Work with the UK and MENA region as part of the Language for Resilience working group to contribute to the on-going L4R work, providing inputs, writing visibility stories, speaking to regional consultants and providing inputs from the Lebanese context.
Providing support to HOPES/HEAP project manager by providing English expertise and assisting in the recruitment of needs analysis, trainers and content development for the project.
Providing support to Connecting Classrooms, Education Projects Manager, particularly working on ways to expand and develop the financial offer and thinking of more ways to link education & English for new opportunities.
Working with country and regional staff to develop new bids (such as DFID and EF) by providing English expertise, connecting with partners and contributing to the overall project design. Share intelligence and ideas to support senior managers in identifying/developing ways in which English or Teacher Training could make the most effective impact on the British Council’s cultural relations and commercial strategies
Explore with other English Projects Managers in region, particularly in the Levant Cluster, opportunities for a more joined-up/integrated English strategy for digital delivery of English language learning (which will come when LEC is revised, end of 2017).
Work with programmes and marketing colleagues to ensure that the British Council’s knowledge management systems, websites, social media channels and marketing materials are up to date with comprehensive programme/project information. Ensure the English and Education story in Lebanon is communicated through appropriate internal and external channels.
Ensure customer/stakeholder feedback and scorecards are collected and reported on to MENA region
Overall management of UNICEF and British Council partnership agreement 2017, ensuring deliverables are met, this includes line & budget management, reporting, sector input etc.:
Actively build professional networks and information channels in Lebanon that maintain an excellent understanding of relevant policy developments, stakeholders and opinion formers in Education & English
Participate and report back on NGO Subcommittee meetings, Education Working Groups, relevant UN inter-agency meetings and other relevant meetings and events that are linked to RACE ii and the LCRP for English and Education for basic education, non-formal, youth,

At least two years proven experience and demonstrable success as a project manager in a complex educational context.
