Civil Engineer Consultant (Tf-Madad/2016T04.22)

Intro: TDH- IT is implementing an EU- funded (‘Madad Trust Fund’) education project, ‘Back to the Future’ in consortium with AVSI (lead agency) and War Child Holland. The consortium will support formal and non-formal activities for vulnerable preschool and school aged boys and girls (over 3 years old) in Lebanon and Jordan. Activities include; school rehabilitation, remedial classes, foreign language classes, homework support and PSS activities.  Terre des Hommes Italy (TDH- IT) is recruiting a Civil Engineer (Consultant) for Mount Lebanon region to coordinate and supervise the rehabilitation of up to 7 public schools and provide technical support to the programme’s management.  Main Duties and Responsibilities: Conduct new rehabilitation assessments of four- five schools in Mount Lebanon region, and update two school rehabilitation assessments that have already been conducted. Be responsible for maintaining a good relationship with relevant coordinators, managers and technical staff (i.e. engineers) in the Lebanese Ministry of Education and Higher Education (MEHE). Be responsible for maintaining a good working relationship with TDH IT’s donors funding rehabilitation projects (EU, Italian Cooperation) and provide technical updates and information sharing from the field. Draft the detailed BOQ for each school in need of rehabilitation; Conduct field surveys and technically design the relevant rehabilitation works; Develop a detailed work- plan for the implementation of rehabilitation work; Prepare the relevant procurement procedures- in line with EU PRAG 2016 guidelines- in order to select appropriate contractor(s) in coordination and under the supervision of the consortium’s management. Prepare regular narrative and visual (i.e. technical drawings, photographs of progress) progress reports to the project management. Responsible for approving the instalment of payments to the rehabilitation contractor(s) in accordance with the works’ progress; Provide rigorous quality control of the material to be used for rehabilitation; in compliance with national and international standards for public facilities; Modify the rehabilitation projects throughout the construction period, according to the actual situation on the field, in compliance with TDH IT and donor’s procedures; Closely supervise the rehabilitation works; Prepare handover certificates, and technically approve the rehabilitation works, including collecting data and/or information related to follow- up and approval; Provide technical supporting for TDH IT Management in performing regular site supervision in the schools.  Experience/Skills:  Master degree in civil engineering; At least 5 years of Works sites experience; Excellent communications and computer skills; Knowledge of the Italian language would be an asset; Proven excellent knowledge of Autocad; Very good knowledge of Microsoft Office package; Valid Driving License and ability to move autonomously; Ability to work both independently and as a team member; Ability to work in different cultural environments; Previous experience in working with national/international NGOs, in a school rehabilitation program is an assets, that should be clearly indicated in the CV and motivation letter.
