Consultancy: Update Of The Strategic Development Plan For Jezzine Region

Terms of Reference for consultancy Update of the Strategic Development Plan for Jezzine Region “Yalla ya ShabHUB: Human development, social innovation and support to youth entrepreneurship in Jezzine, South Lebanon” 1.                  BACKGROUND INFORMATION The Strategic Development Plan for Jezzine Region was published in February 2012. The Strategic Development Plan was elaborated by the Union of Jezzine Municipalities (UJM) and UNDP and is an analysis of the situation in 9 different sectors (Infrastructure, Social Development, Health, Tourism, Agriculture, Urban Planning, Environment, and Industry) focusing on the challenges and opportunities for the development of the sectors, and therefore of the whole Jezzine region. The document also identifies development trends and proposes priority development projects which would contribute to the growth of the region. Since its publications, the UJM has regularly monitored progress in the different sectors and the achievement of the development indicators.   In 2015, Oxfam started a project funded by the Italian Agency for Development Cooperation called “Yalla ya ShabHUB: human development, social innovation and support to youth entrepreneurship in Jezzine, Southern Lebanon” whose objective is to involve youth and associations of the area of Jezzine to reduce the socio-economic marginalization of the area of Jezzine. The project is in partnership with Development for People and Nature Association (DPNA) and with the UJM. The project wants to act in synergies with initiatives already existing in the area.   One of the selected means to mobilize youth is a call for ideas to award financial and technical support to 4 to 5 groups of youths of the area of Jezzine. The call for ideas is open for ideas with a social impact, that is to say that the eligible ideas must contribute to tackling one or more socio-economic challenges the community of Jezzine is facing. Oxfam and its partners will then support the development of the selected ideas into small projects and support the groups in the implementation of the activities.  2.                  RATIONALE AND OBJECTIVE The call for ideas will be launched during the summer months of 2017. Oxfam and its partners will develop guidelines which will provide guidance to the applicants so as to submit ideas able to contribute to the development of the area. As a matter of fact, social impact together with potential sustainability will be 2 of the main criteria for the evaluation of the ideas. Oxfam is looking for a consultant to update the Strategic Development Plan which will constitute the reference for the elaboration of the guidelines (eventually the Updated Strategic Development Plan might be attached to the guidelines). This will inform the groups of youths about specific problems and opportunities around which develop their ideas and projects. The objective of the consultancy is the elaboration of a document (Updated Strategic Development Plan) which will contain: 1)   An update of the chapters regarding the sectors in light of the changes in the context and of the initiatives carried out from 2012 either by Governmental Authorities, Private sector, CSOs and NGOs/International Organizations. The update will be composed by a validation of the “Basic assessment” and by a review of the “SWOTs” and of the “Problems and Priority Objectives” for each sector. The update will take into consideration the achievements of the past 5 years and, when relevant, will identify pertinent alternatives.   2)   A review of the Chapter “Generation of the Strategic Development Plan”, with particular attention to the “Strategic Development Directions and Objectives”, “Projects” and “Priority Projects”.   3.                  METHODOLOGY The Update of the Strategic Development Plan will be carried out through desk review and interviews with key informants (both from the public and private sectors). The consultant will be required to travel independently to Jezzine or Beirut to meet the relevant interviewees. The consultant can suggest specific methodologies and use different tools as long as they will allow the achievement of the objective of the consultancy.   4.                  EXPECTED DELIVERABLES AND TIMEFRAME The expected deliverable of the consultancy is the soft copy (pdf format) of the document “Update of the Strategic Development Plan for Jezzine Region”. The expected timeframe is the following: -          Field work: maximum 6 weeks -          1st draft of the document: 1 week -          Finalization of the document (after comments by Oxfam on the 1st draft): 1 week The total maximum duration of the consultancy will be 8 weeks from the signature of the contract. The expected start of the field work is June 5th 2017.   5.              BUDGET AND PAYMENTS Overall available budget: 5,000 USD Payments Time Amount (USD) First Payment Within a week from the first request of payment submitted by the consultant to Oxfam after the signature of the contract 40% (2,000 USD) Final Payment Within a week from the request of payment submitted to Oxfam after approval of the final document 60% (3,000 USD)   6.                  SUBMISSION GUIDELINES The application should include the candidate’s CV and cover letter in English and must be sent to Lebanonjobs@oxfam.org.uk .
