Geographic Information Systems Specialist

ROLE PURPOSE: The incumbent will provide support to Ministry of Education and Higher Education (MEHE) for rolling out the Geographic Information Systems (GIS) at Ministry of Education and Higher Education (MEHE), in coordination with the Save the children International (SCI). The GIS Specialist will be working with MEHE under the direct line management of the Director General of Education (DGE), and in coordination with SCI Information Management Analyst (IMA) supervised by the SCI MEAL Director.   SCOPE OF ROLE: Reports to: The seconded GIS Specialist will be working under the line management of the Director General of Education at MEHE and such officials as he designates, in cooperation with SCI Information Management Analyst (IMA) Staff directly reporting to this post: None KEY AREAS OF ACCOUNTABILITY  Undertake a gap analysis to determine the requirements to assure the availability and readiness of MEHE GIS system functionalities: Hardware requirements (Including the mobile devices), Software requirements (including setting maintenance and upgrade plans), and management system requirements.                            Hardware requirements (Server, Hand- held equipment…)                              Software (License, upgrades…)                            Managerial (Processes and personnel) Undertake analysis, to assess the needs for the update of the detailed digital base map (including administrative boundaries) for the following layers, in GIS format: National, Governorate, Caza, Cities, Towns and Villages. Update schools’ profiles and/or add new ones. Update schools’ infrastructure, needs and categorizing them by type of education stages or any other required attributes. Suggest and implement the technical procedures needed to improve the GIS system of the MEHE consisting of preparing proper plans; Delivering printed plans; Exporting map data to mobile devices; and Updating system with visits results. Explore the possibility of implementing GIS systems features and tools in other MEHE organizational units. Customize and design the reports required by MEHE different departments and respective end-users. Those reports will be defined by MEHE. Providing customized trainings to around 30 MEHE staff members. The technical support staff will design and implement a training programme which will be followed-up by a period of technical support to those users to ensure full operationalization of the system. The specialist will report challenges to the attention of MEHE and SCI for timely correction. Developing complete Standard Operation Processes in collaboration with all concerned stakeholders at MEHE and approved by the Director General of Education for the operationalization of the GIS at MEHE. Perform other duties as may be assigned. QUALIFICATIONS AND EXPERIENCE  Graduate Degree (Masters or equivalent) in, Computer Science, Computer Engineering, Management Information Systems, or any other related field. At least 6 years of relevant professional experience in GIS. Experience with the Lebanese public sector is preferable. Experience in the use of Arc Map, Arc Info, ArcView, Database applications (SQL, MS Access), CAD or other related computer experience. Familiar with GIS system planning and design, geographic database design, and GIS technical implementation project management. Good knowledge in management of application software development projects and related activities. Considerable knowledge of GIS, including programming procedures and techniques. Good communication, interpersonal and liaison skills. Tested multitasking skills
