Terms of References Conference on the impact of new legislation on asylum and migration on countries’ protection systems - Conference Organizer-   1. BACKGROUND INFORMATIONS Oxfam and ALEF - Act for Human Rights are implementing a project titled “Right to a Future for People Affected by the Syrian Displacement Crisis". The project aims to enhance the capacities and space for civil society organizations in Lebanon to influence their government and international actors to adopt policies that meet the needs of vulnerable displaced persons and host communities. Specifically, the project aims to reach the below objectives:   Increased capacity of Civil Society Organisations (CSOs) operating in Lebanon to monitor and analyse the impacts of, and influence regulatory frameworks and policies on the protection of forcibly displaced persons. Increased space for CSOs to influence and hold accountable national governments and international actors on forced displacement and protection frameworks, and on financing mechanisms in response to forced displacement.    2. PURPOSE OF THE WORKSHOPS As part of the project, Oxfam is organizing a conference on the impact of new legislation on asylum and migration on countries’ protection systems. The conference aims at increasing the “space for civil society to influence and hold accountable national governments and international actors on forced displacement and protection frameworks”. The conference will take place in Beirut, Lebanon during the last week of July 2017.  Through this conference, Oxfam and ALEF plan to bring together around 40 individuals who represent organizations from the Mediterranean region (Northern Africa, Middle East, Balkans and Southern Europe) as well as from countries that had crisis in the last 10 years and have success stories (ie. Sweden). Specifically, the conference aims to fulfil two main objectives, namely: -          Objective 1: Provide a forum for representatives from national civil society, academia, activists, and think tanks in the Mediterranean region to present an analysis and reflect on their experiences of these changes both from a policy perspective and in terms of practical impact on the protection of affected people. -          Objective 2: Offer an opportunity for organizations working in similar fields to come together and interact, exploring potential for collaboration. To meet the aforementioned objectives, the conference will be organized over three days, and will be divided into two parts: -          Part one: The first two days of the conference will focus on sharing experiences, critical analysis, and reflective learning among organizations working on the same phenomenon. -          Part two:  The third day aims to provide an opportunity for the participants to explore possibilities for collaboration among participants going forward, and possibly creating alliances to work on the topic of protection of asylum seekers and refugees for the future. To support in the organization of this conference, Oxfam is looking for a conference organizer who holds a sturdy experience in organizing conferences (with an academic nature), specifically those that includes participants from abroad.   3. SUGGESTED METHODOLOGY The consultant is expected to take full responsibility of the below: Coordinate with the speakers and presenters (abstracts, papers, power point presentations, etc…) Manage all the venue-related logistical matters (room preparation, equipment) Develop the visibility material (invitation cards, rollups, backdrops, tags, folders, pens, etc…) for the conference in coordination with Oxfam’s team Manage the website for the conference Write the conference proceeding report The responsibilities exclude: Printing and production of the visibility material Renting venues Transportation of participants and material To carry out these responsibilities, the consultant is expected to: Hold a day planning session with Oxfam staff during mid-June (date to be confirmed later) Organise the event over a period of max 10 days (will be confirmed as per the discussion with the organiser) Coordinate with the relevant Oxfam team members on frequent bases Hold frequent update planning and review meetings with Oxfam 4. EXPECTED DELIVERABLES The consultant is expected to submit the below deliverables a Type of deliverable Description Design of the visibility material Design for the invitation cards, rollups, backdrops, tags, folders, pens, etc.. Website Simple website for the event (details will be explained in due time)   Conference Proceeding report Report presenting the summary of the papers submitted and main discussions that took place     5. TIMEFRAME The workshops are expected to be delivered between during the last week of July 2017. The exact date will set after discussion with project team and the consultant.
