Municipal Support Assistant

Job Title           : Municipal Support Assistant (MSA) Reports to        : National Protection Officer – Community Services Duty Station     : Municipality of the assigned area Position Type    : Full Time   Job Purpose: The Municipal Support Assistant is responsible for providing quality information related to the relation between the Syrian and Lebanese communities, and through this work, developing a better understanding of the situation for the target communities and contribute to enhancing social cohesion. Furthermore, they will work on communicating trends and challenges to INTERSOS. The Municipal Support Assistant will also be answering enquiries, and assisting municipalities when needed in administrative tasks. They will work on growing and maintaining the relationship between INTERSOS and relevant municipalities.     Generic Duties:   Continuous improvement of the communication with the municipalities and INTERSOS. Working to strengthen INTERSOS’s relationship with refugees, refugee/host community leaders and municipal actors. Continuous improvement of the quality of the information coming out to refugees/ municipalities. Continuous communication to INTERSOS of challenges faced and contextual analysis. Continuous communication to the communities (Syrian and Lebanese) about services provided by the NGOs and INGOs. And assisting in beneficiaries' access to services. Analysing trends and needs. Better understanding and implementation of referral systems. Better channeling of refugees’ issues/challenges through a better understanding of the policies in place.  Bringing forward the needs of refugees to the relevant authorities and humanitarian community for a coordinated response. Reporting on major findings. Attending UNHCR and partner’s information sessions and briefings. Produce reports as needed. Provide additional support for INTERSOS’ operations in the area of assignment if requested by the project manager Carry out all requests, assessments and data collection methods requested by the concerned municipality. Assist municipalities in drafting proposals and submitting applications for interventions that any organization is willing to implement. Refer cases, particularly high risk cases, through formal referral pathways to INTERSOS Case Management team, after receiving training on Safe Identification and Referral. Communicate to INTERSOS and Communities (Lebanese and Syrian) any memos and decision performed or requests solicited by the concerned municipality. Stay current with distributions and other types of assistances and liaise with the relevant NGOs or INGOs on getting the criteria to share with INTERSOS and the municipalities to determine the feasibility of referral. Emphasize their role in the relevant municipality to ensure proper follow up of sharing new circulars and communicating it to the INTERSOS legal team. Regular visits to local authorities (i.e Moukhtars) and discussing issues and challenges to be shared with INTERSOS legal team. Liaising with INTERSOS legal team to prepare awareness sessions to share new circulars and practices of the relevant municipality.     Specific Duties: HR management: Plan and coordinate the daily work according to the work plan of the project and the agreed priorities.   Implementation and Monitoring & Evaluation: Ensure the proper implementation of all requested tasks that is timely and in coherence with the project work plan, resourceful and in compliance with UNHCR & INTERSOS standards/protocols Under the supervision of the National Protection Officer – Community Services, organize and ensure proper implementation of delegated tasks. Inform the NPO CS about any issues occurring during the work implementation. Provide upon request by the NPO CS and/or Project Manager assistance to the implementation of the others project activities Contribute in updating the Service Directory.   Project development and strategy: Contribute to identify in the community uncovered needs and gaps through daily presence in the municipality and among the communities (Syrian and Lebanese).   Reporting: Contribute in providing relevant input to INTERSOS internal reporting. Report to and discuss with the NPO CS when needed any urgent issues of the field activities which may have a direct impact on the general implementation of the project or of the organization’s activities in the area.   Coordination:   Quickly react to changes - of any kind - in the field and its context in which the project activities are being implemented, inform immediately the senior management about them and contribute to finding proper adjustments.   Competencies: (Knowledge, Skills & Abilities) Professional Competencies: -       Minimum 2 years of related work experience -       Excellent Computer literacy (Word, Excel) -       Excellent Reporting skills   Behavioural competencies: -       High professionalism in works -       High level of communications and negotiation skills -       A high degree of flexibility -       High confidentiality, respect and non-discrimination attitude -       Ability to analyse and evaluate
