For more than 35 years, Médecins du Monde (MdM), a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.
Since 2011 the conflict between the Syrian army and the opposition has resulted in massive displacements of population within the country and into neighboring countries, particularly to Lebanon, Jordan and Turkey. Following assessments in these countries, MdM activities started on Syrian borders in May 2012, offering primary and specialized healthcare services for refugee and displaced Syrian populations.
MdM has been working in Lebanon for nearly 30 years and specifically on the response to the Syrian crisis since 2012. The goal of MdM in Lebanon is to offer care to Syrian refugees and vulnerable Lebanese affected by this crisis. Currently, medical assistance is provided through partner NGO in 5 primary healthcare centers (PHCCs) in the Bekaa. MdM is also providing mental health and psycho-social support (MHPSS) services to Syrian refugees and vulnerable Lebanese in 4 centers in the Bekaa.
Main responsibilities
Ensure data collection using MdM medical monitoring and evaluation (M&E) tools by performing regular field visits to the primary health care centres (PHCCs)
Collect the needed data in the PHCCs and among partners.
Produce written reports
Participate in the formulation of medical data collection forms and monitoring templates
Participate in the analysis of the medical data collected.
Participate in regular meetings with the rest of the team to provide updates on data gathering progress, and to receive guidance and instructions from line and technical managers;
Main activities
1. Monitoring and evaluation: data collection and compilation
• Conduct qualitative and quantitative data collection through frequent visits to the PHCCs supported by MdM.
• Ensure that all field data is captured and segregated on a weekly basis
• Ensure that all field data is collected in a timely and efficient manner.
• Ensure that all data is stored efficiently in soft and hard copies.
• Participate in the formulation of medical data collection forms and monitoring templates
• Coordinate with the M&E Officer on the timeline of all the M&E activities within the PHCC, in liaison with the Health Supervisor
• Assist in the design, creation, and implementation of different M&E tools including (needs assessment, baselines, On-Site monitoring, Post-Distribution monitoring, surveys, etc)
2. Reporting and data analysis
• Coordinate closely and regularly with the program team on all data collection, data entry, and data analysis
• Monitor and supervise the PHCCs performance, needs and feedback, providing weekly report and update to the manager and the technical manager.
• Conduct assessment upon need and request for any future project.
• Report on an ad-hoc basis on challenges faced on the field to line manager.
• Produce regular written reports on updates, achievements and best practices in the PHCCs
• Participate in regular meetings with the rest of the team to provide updates on data gathering progress, and to receive guidance and instructions from line and technical managers
3. Financial
• Audit PHCC records to reconcile project disbursements with patient records.
• Check the daily registers provided by the PHCCs and prepare a monthly summary of consultations per center.
4. Capacity building
• Ensure that awareness mechanisms are understandable and clear for staffs of our partners
• When applicable, use the medical M&E tools to strengthen the capacity of the staff.
5. Accountability
• Support the program team when required.
• Follow-up of the medical recommendation of the Beneficiary Satisfaction Survey.

Requested competences/skills/profile
University degree (BA)
Degree in nursing, public health, midwife or biology (mandatory)
Experience in quantitative and qualitative data collection, implementation and analysis
Good knowledge of the public health sector in Lebanon, in particular in primary health care
Good computer skills ( Microsoft Word and Excel mandatory)
Strong communication skills (verbal and written)
Ability to seek, collect, clean and critically analyse data and information needed to achieve the tasks
Professional proficiency in Arabic and English is mandatory
Good communication skills (oral and written)

Ability to cope with difficult security context
Ability to travel frequently during working hours to pay field visits
