6. Brief Project Description:
UNFPA is one of several humanitarian actors engaged in a comprehensive programme to respond to the Syrian crisis. UNFPA’s main priority interventions consist of enhancing access to quality life-saving reproductive health services and information, and supporting prevention /protection/ response mechanisms and approaches related to gender based violence. UNFPA targets mostly women, girls, young people and other vulnerable population from within the Syrian refugees, the Lebanese hosting communities, as well as other affected population such as Palestinians displaced from Syria.

8. Organizational Context:
To date the Syrian crisis has entered in its seven year. The number of registered Syrian refugees amounts a total of 1,011,366 individuals currently registered with UNHCR in Lebanon, considered being the largest proportion of refugees in the world if compared to the size of its population and the largest number in the region reaching and estimated 1.5 million of which about 78% are women and children[1].
After six years of conflict and protracted displacement, poor living conditions coupled with lack of privacy in overcrowded settlements triggered serious protection concerns, including Gender-Based Violence (GBV) in general and early marriage in particular. More so, the increased number of pregnancies among Syrian women is raising a major concern among the humanitarian actors as well as the Government of Lebanon that might not have the capacity to cater for the reproductive health (RH) needs in terms of antenatal and postnatal care.
In view of UNFPA’s resilience related activities in Lebanon in support of the Syrian refugees as well as Lebanese affected by the Syrian crisis, the UNFPA Lebanon Country Office (CO) requires additional support to ensure the timely delivery of response and high quality activities and services on GBV. UNFPA Lebanon has developed its 4-year country programme (2017-202) through a participatory approach focusing on GBV and RH - with particular emphasis on youth as target beneficiaries as well as agents of change - in line with the Lebanon Crisis Response Plan (LCRP 2017-2020) and the United Nations Strategic Framework for Lebanon (UNSF 2017-2020).
GBV prevention and response is receiving increased attention from governments, civil society, donors and the UN system in development as well as humanitarian related contexts. This is an encouraging indication that this universal human rights violation is increasingly receiving the concern and support it merits. UNFPA’s leadership on GBV related programming and coordination under the development/humanitarian contexts has led to increased momentum in addressing GBV at the national level.
In order to expand its programming response to provide greater inputs to global, regional and national efforts to prevent and respond to GBV as well as Violence against Women and Girls (VAWG), UNFPA Lebanon will build on related projects and interventions supported since 2003 and implemented by a wide range of national and international partners. The support will address GBV/VAWG under both development as well as humanitarian/ resilience contexts with the aim to a) maximize the impact and benefit to the targeted population, b) strengthen local capacities to prevent, mitigate and respond to GBV/VAWG, and c) reinforce government resilience to cater for the needs of the affected and vulnerable population.
9. Description of tasks:
Under the overall guidance and supervision of the UNFPA Assistant Representative of the Lebanon Office in direct day to day collaboration and coordination with the office team, the GBV Consultant will provide coordination, structural and technical support to the partners and UNFPA colleagues in order to ensure that all GBV related interventions and efforts are implemented in such a manner to ensure quality, timely, efficient, effective and sustainable responses to the needs of affected populations of concern (refugees and host communities) and that programmatic responses in all UNFPA supported sectors are inclusive of GBV priorities where and if needed.
Duties and Responsibilities:
a. Partnerships and Coordination
Contribute to align the various existing GBV related frameworks and to analyze the UNFPA commitment/contribution, in order to facilitate the identification of priorities and prepare the mid-term /annual review among others.
Contribute to identify new partners/experts based on comparative advantage and areas of expertise and who could be entrusted with implementation of various GBV related programme interventions.
Collaborate with and provide required support to CO, partners and other relevant stakeholders to ensure mainstreaming of gender, GBV and human rights in the planning, development, implementation, and monitoring of all programmes and policies.
b. Technical Support and Programming
Provide technical support in developing a UNFPA multi-sectoral and coordinated GBV prevention and response framework to include referral and reporting mechanisms, information sharing, coordination, and monitoring/evaluation.
Support the coherent and effective implementation of the GBV components of UNFPA’s humanitarian response activities, using a results-based approach incorporating creativity, innovation, and responsiveness to the needs, and thorough monitoring and reporting.
Contribute to desk review/data collection on specific GBV related topics as required and provide comprehensive analysis and synthesis to inform advocacy efforts, programme interventions, enhanced coordination and resource mobilization.
Provide technical and strategic support for strengthening generation of evidence in support of GBV response namely through identifying remaining needs for data collection, preparing/reviewing concept notes, commenting on data collection tools and technical reports.
Contribute in projects’ review and coordination meetings.
Contribute to proposal writing as requested.
Provide technical inputs on GBV related documents, tools and approaches as required.
c. Monitoring, Evaluation and Reporting
Contribute to the preparation and review of annual and other periodic work plans
Contribute to the analysis and reporting on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools (internal and external ones) as well as project monitoring plan, including follow up with consultants and institutions providing professional services towards agreed programme results
Contribute to documentation of lessons learned/best practice tool for capturing key achievements.
Contribute to annual, monthly, quarterly, sector, donor reports, dashboards, etc with main focus on response to GBV.
Provide GBV related inputs and information to be used in preparing briefs, articles, stories, and statements for visibility and promotional such as newsletters, website, press releases, etc.
Provide support in translation, speech/minutes writing, etc related to GBV.
d. Other functions as requested by the Head of Office
10. Results/Expected Output:
The final product to be delivered by the consultant will consist of the following:
6-month consultancy plan and timeline approved by UNFPA.
Alignment of strategic frameworks and analysis of UNFPA commitment/contribution.
Support on punctual aspects of the implementation of the GBV prevention and response program.
A set of core indicators to be reviewed and monitored on a regular basis
Inputs to GBV related documents (e.g. reports, pagers, minutes, newsletters, websites, strategies…) provided.
A final statement of achievements upon completion
11. Qualifications/Requirements:
The Consultant must meet the following qualifications:
Advanced Degree in Social Sciences, Public Health or related field with considerable knowledge in development, gender issues, youth issues, and human rights.
Minimum 5-6 year experience in programme management/coordination in areas related to gender equality, women empowerment, and gender-based violence. Knowledge on reproductive health issues is an asset.
Good experience/knowledge in humanitarian contexts and familiarity with humanitarian related resources and material;
Good skills in research and data collection;
Strong analytical, strategic and drafting skills, team player, dedication to perform within a multidisciplinary collaboration, and capacity to communicate efficiently.
Excellent written and spoken communication skills in Arabic and English.
Excellent computer skills in various applications especially excel, word processing, power point.
Knowledge in UNFPA’s mandate and work is an asset.
Lebanese nationals who are familiar with the local culture, language and context in Lebanon are highly encouraged to apply
