Junior Non-Key Expert (Jnke) To Prepare And Deliver Trainings For The Staff Of Tripartite Social Partners - Module Ii. (Up To 40 Working Days)

The EU-funded Project “Promotion of Social Dialogue in Lebanon” is aiming to enhance the capacity of the Government of Lebanon and the Lebanese Social Partners and Civil Society to be promoters of Social Dialogue in order to strengthen social protection and improve and enforce labour legislation.This project is part of the EU funded program “Promotion of Social Justice”, which follows a comprehensive approach to human development in supporting increased access to information, enhanced participation of citizens in decision making and advanced social protection in support of inclusive and sustainable growth.The project is implemented by the Ministry of Labour (MoL). Beneficiaries and partners of the project are the MoL- especially the Labor Inspection Department of the MoL- , the National Employment Office (NEO), the Economic and Social Council (ECOSOC), Employer Organizations, Trade Unions, Civil Society Organizations and other relevant stakeholders involved in Social Dialogue. Objectives and scope of works for the JNKE (up to 40 working days) The overall objective of this assignment is to prepare and deliver relevant training for tripartite social partners regarding the legal and institutional framework of Social Dialogue and typical social dialogue subjects (Training for Tripartite Social Partners - Module II). A total of 10 full-day-trainings is envisaged under Module II to build the capacities of the social partners in relevant social dialogue issues. The JNKE will be the “main trainer” for Module II. He / she is expected to conduct a Training Needs Analysis (TNA), develop a detailed and coherent training concept for Module II, prepare and organize all trainings and deliver most of the trainings as trainer / facilitator. Works of the JNKE will comprise the following main activities: Conduct a Training Needs Analysis in order to identify the training needs of the Tripartite Social Partners Develop a detailed concept for Training of Tripartite Social Partners  / Module II: Legal and Institutional Framework of Social Dialogue and introduction to typical social dialogue subjects, based on the updated TNA and on the concept for the Training of Tripartite Social Partners / Module I (Management and Soft Skills), Support the TAT in the identification of additional, highly specialized trainers for specific topics (if needed) Organize and prepare a coherent series of training workshops on Social Dialogue related topics with participants from the beneficiary (MOL) and other stakeholders involved in tripartite social dialogue (Ministry of Labour, ECOSOC, NEO, Trade Unions, Employers’ Associations, Civil Society Organizations (CSOs) according to the training concept; Develop concise training and presentation materials in Arabic, including poignant supporting information sheets (tools & techniques to be used, handouts, exercises and others) for at least 5 different topics Conduct and facilitate at least 5 training workshops for the Social Partners in a very interactive way; Evaluate the trainings and achieved results using proper evaluation tools; Document the achievements and lessons learned. The training material and sessions shall be developed under the supervision of the TL and in close cooperation with the beneficiary and the other partners, taking into account other training materials already developed or used by other actors like ILO . This list may not be exhaustive, and additional works (similar to the nature of this assignment) may be required by the TL. Methodology In close collaboration with the TL the Junior NKE will: 1)      Review pertinent / relevant sources of information with particular reference to capacity building of Tripartite Social Partners (governmental institutions, trade unions, employers associations and CSOs); 2)      Conduct a Training Needs Analysis in order to identify the training needs of the Tripartite Social Partners regarding the legal and institutional framework of Social Dialogue and typical social dialogue subjects, based on the first TNA done by the TAT in 2016 3)      Develop a detailed training concept (including objectives, expected outcomes, contents, supporting training materials, choice of methodologies, verification of achievements) pertaining to the following topics: Module II- Legal and Institutional Framework of Social Dialogue and introduction into typical social dialogue subjects like general background and international practices of “Social Dialogue”, Fundamental Rights at work, including Decent Work Charta, Corporate Social Responsibility (CSR), Networking among public institutions, pension rights and schemes, and others, as resulting from the TNA. 4)      Prepare Power Point Presentations and other training materials (exercises, group work) for at least 5 training sessions (a total of 10 full-day-trainings is envisaged to build the capacities of the social partners in relevant social dialogue issues); 5)      Document all works providing evidence (original workshop contributions of participants and the like) as reports in soft and hard copies; all training materials (distributed as background readers and/or facilitating discussions) must be provided in Arabic. Deliverables The usual place of provision and discharge of services is the Project office at the premises of the Economic & Social Council (ECOSOC) in Downtown Beirut The deliverables are as follows: Revised and updated Training Needs Analysis (TNA) of the Tripartite Social Partners regarding the legal and institutional framework of Social Dialogue and typical social dialogue subjects, approved by the TL, MOL and the EU Detailed concept for Training of Tripartite Social Partners  / Module II: Legal and Institutional Framework of Social Dialogue and introduction to typical social dialogue subjects, aligned with the training needs analysis as well as the broader framework of the Project’s operations plan approved by the TL, MOL and the EU Curriculum lay-out with a clear cut rationale developed, following the outline provided and shared with the TL; Power Point Presentations and other training materials (agenda, exercises, group work, background - INFO) for at least 5 training sessions, delivered at least 3 days before each training workshop to the TAT Training delivered: At least 5 Full-Day Trainings should be prepared, implemented and assessed, with guidance from the TL A short summary and evaluation report after each training session A final report covering the full capacity building action and all training materials attached. Presentation of the main achievements and outputs of the mission to the EU and the MOL during a final meeting (power point presentation)  Time-line and working days Works shall be implemented in the period from April 2017 to June 2017 (indicative). This includes the tasks of preparation, implementation (1-2 training sessions per month) and reporting. For this assignement up to 40 working days (wd) are available  Language All documents to be provided in English; training materials to be provided in Arabic, training to be con ducted in Arabic. A selection of other documents (e.g. background reading material) will be translated into Arabic by the Project, if needed Required Qualification and Experience of the JNKE Qualification and key competences: University degree (at least Bachelors level), in Social Science, Political Science, Public Administration or related field Excellent verbal and written communication skills in English and Arabic. French will be an asset Excellent writing and editing skills in English and Arabic Strong interpersonal and communication skills Strong analytical and organizational skills Application of the consulting approaches, including workshop moderation in capacity development Professional experience: Minimum of three years of professional experience in areas related to Social Dialogue, preferably in Technical Assistance Projects Experience in ENPI region is an asset; Demonstrable workshop experience and facilitation skills (organizing and managing of at least 3 workshops for capacity development) Demonstrable experience as trainer for social dialogue (at least 3 previous assignments as trainer for topics, directly related to this assignment) Familiarity with the national scene and underlying currents in Social Dialogue, verified by track record of works, including publications would be asset;
