CARE is seeking a Monitoring, Evaluation, Accountability and Learning Coordinator who will be responsible for the monitoring and evaluation of the Syria Resilience Program - ensuring that information management and reporting standards are met – and that CARE is accountable to key stakeholders, including the vulnerable Syria populations it will serve. The MEAL Coordinator is a key driver of organisational learning, necessary to influence CARE’s programming in fragile contexts on the global level. He/She will work closely with the Chief of Party and technical staff at the hub level to further develop methodologies and tools to ensure digitized, timely and accurate evidence as required by program decision-makers as well as per donor requirements.
Primary Responsibilities:
Monitoring, Evaluation and Learning (MEAL)
Program Quality, Accountability, Impact Reporting and Knowledge Management Generation
Networking and Relationship management
Primary Skills:
Master’s degree in statistics, economics, public health, or related field required
Minimum 8 years’ experience in and demonstrated expertise in MEAL of donor-funded programs (of which a sizable portion in conflict/humanitarian programmes)
Strong knowledge of MEAL methodology data analysis and synthesis, performance evaluation and correction, and report writing
Strong experience in developing/managing MEAL systems in complex environments
Experience of capacity-building project partners to achieve MEAL objectives
Well-versed in Value for Money concepts and what it means in terms of data collection/integration and outcome monitoring
Thorough familiarity with principles and current approaches to MEAL using both quantitative and qualitative methods
Demonstrated MEAL field experience, in conflict or complex contexts;
Skilled in collecting, synthesizing and analyzing data linked with inputs, outputs and outcomes
Experienced in working with technical teams to enable program development
Strong analytics skills and well-versed with digital tools for data collection
Demonstrated capacity to use project MEAL information to advance strategic goals and provide data for decision-making
Strong knowledge of statistical software. Advanced skills with MS Office, particularly Excel
Experience of remote management methodologies
Fluent in English; Arabic desired
