Cash Project Manager
JOB PURPOSE:
The Cash Project Manager will be responsible for the planning, implementation, monitoring and reporting of Solidar’s Cash project activities in South Lebanon. S/he will advise on the development of the Cash project, ensures internal and external coordination. This will involve working closely with Solidar’s MEAL manager to ensure effective and timely monitoring and evaluation of all Cash activities and their impact. Together with the program coordinator S/he will be also responsible for proposing, developing writing and implementing future projects which aim at improving the resilience and income earning capacity of vulnerable persons in the intervention areas.
Main Responsibilities
Under the supervision, and collaboration of the program coordinator:
Develop detailed activity work plans in line with the Cash project objectives, ensuring that those activity plans are well implemented and any expected delays or modifications are communicated and raised in a timely manner.
Ensure, CASH project is well following the SOP implemented by SOLIDAR for the activity.
Ensure that SOPS are well understood by our team and well followed.
Ensure the updates of the SOP if needed; with the approval of the Program coordinator.
Oversee and ensure the delivery of the Cash project, in terms of outputs against activity plans, take action if needed and ensure the program achieves its objectives within the time-frame and the budget.
Travel frequently to program locations to directly monitor Cash project activities.
To ensure providing a clear feedback to field staff and / or partners and to inform the Program coordinator on necessary changes or improvements required to ensure project activities meet the objectives and deliver maximum benefit to targeted beneficiaries.
Set up and lead coordination with persons of concern and ensure that beneficiaries, local authorities and stakeholders and local staff are represented in program planning and evaluation.
Liaise and work closely with the Program coordinator, Finance department and Logistics to ensure effective and efficient implementation of all aspects of the projects as per Solidar requirements and policies;
Ensure the use of appropriate monitoring tools and implement a system together with the MEAL manager
Ensure feedback mechanisms in coordination with the MEAL Manager and with the Program coordinator.
Ensure and improve the quality of services provided through support and supervision of staff.
Identify capacity building requirements and work with the Program coordinator to design and deliver effective training, mentoring and other activities to address identified gaps;
Direct management of Solidar staff assigned to the Cash project, ensuring that all staff have clearly defined job descriptions,(to revise or update them if needed with approval of the program coordinator)
Define/propose work plans and ensure the staff ‘s understanding of their responsibilities.
Ensure appropriate HR planning, training and resource allocation as required for the successful implementation of program objectives;
Ensure adherence to the financial guidelines as per Solidar and DONOR’S Guidelines; ensure compliance against all donor requirements, including timely quality reporting, as applicable to the project.
Ensure coordination with other Solidar Project Manager and set strategies and operational measures to effectively respond to basic assistance requirements.
To help the program coordinator in writing proposals for basic assistance and cash projects
Make frequent field visits to affected areas to monitor implementation of activities, identify opportunities and constraints and any adjustments needed including additional staffing or staff training. Hold planning and progress review meetings with all relevant partners
Liaise with other agencies, NGOs, or UN agencies, to ensure coordination, implementation of common standards in the field and consideration of protection issues in assistance programs.
Ensure participation to relevant sectorial working Groups
Strengthen the capacity of the team in participatory techniques
REPRESENTATION:
Represent Solidar towards local authorities in the area of intervention, for all issues linked to the project in coordination with the Program coordinator
To do any other related tasks as requested by the Program coordinator.
TEAM MANAGEMENT:
Manage the UCA team
Ensure providing feedback for your team about issues potentially raised by them and in the field;
Ensure good communication and coordination with each member of your team through regular meetings (or other if needed);
Ensure conflict resolution (personal and professional) within your team and inform the program coordinator;
Ensure the needed capacity building of your team, with resources available internally
REPORTING:
Report directly to Solidar’s Program coordinator.
Centralize all information gathered in the field and consolidate a Monthly report to be delivered to the Program coordinator;
Deliver Narrative Reports as defined by donors requirements and Program coordinator instructions
Provide regular reporting on your activities and Weekly updates
REQUIREMENTS
3 to 5 years of work experience in a development and/or humanitarian organization,
Bachelor Degree in Business Administration or related field
Previous experience in developing and implementing projects in either one of the following fields: community development, livelihood support , vocational training, employment services
Experience in coordination with external stakeholders such as municipalities, employers, NGOs etc.
Proven experience in participatory techniques
High interpersonal skills with a strong attitude towards problem solving and team work;
Fluency in written and spoken English and Arabic.
