Monitoring and Evaluation Manager
JOB PURPOSE:
The Monitoring, Evaluation and Learning Manager is responsible for the technical design of M&E across for the Program. The MEAL Manager will facilitate the design, set-up and implementation of standard M&E processes in close collaboration with Programme Manager and M&E staff to ensure data is used to drive evidence-based programming. This includes defining project logic, indicators, and methodologies while bringing best practices to these key areas. The post holder will build internal capacity to constantly improve systems and data quality.
Main Responsibilities
Under the supervision, and collaboration of the program coordinator
Examines program indicators, standardizing and refining based on application, in coordination with Solidars’ global standards and post 2015 Sustainability Goals;
Provides technical guidance and recommendations on data collection.
To ensure measurement and sampling methodologies for ensuring quality data is collected and applied;
Develops data collection tools and templates, including assessments, baselines, monitoring forms.
Ensure final evaluations as well as oversee database systems across programs;
Leads design and implementation of final program evaluations and research studies that help to identify new opportunities for implementing new project if any and to the drivers of impact
Complete final review of internal and external reports, as requested and required
Produce analytical summaries: graphs, charts, tables, narratives and appealing visuals, as requested, to fulfill internal and external reporting requirements
Liaise and coordinate to organize baseline and end line survey UCA for beneficiaries.
Liaise and coordinate assessment and monitoring for other departments.
Manage and follow up all assessments for beneficiaries/targets groups in the area of work.
Liaise across will other managers to ensure that the databases complement and align according to the aims and objectives.
Develops program staff and partner capacity building strategy that promotes a culture of learning through systematic analysis and reflection;
Provides training and mentoring in survey design, methodology, data collection and analysis and other skills as required for assessing the impact of programs.
Provides leadership to ensure that the Program’s logical framework and monitoring plan meet the objectives and measure program output, outcomes and impact against goals and indicators.
Supports the Program Coordinator to design quality information collection strategies that inform a country-wide system and information management platform.
Designs and promotes strong feedback enable iterative program design, planning, and management to create a comprehensive system.
Participate in internal office coordination and planning meetings and workshops;
Other duties as assigned by your direct supervisor.
REPRESENTATION
Represent Solidar towards external actors (when needed) in coordination with the Program coordinator
Represent Solidar in the Basic Assistance working group and all other working groups relevant when needed
TEAM MANAGEMENT
Manage the MEAL team
Ensure feedback towards your team about issues potentially raised by them and in the field;
Ensure a good communication/ information to each member of your team through regular meetings (or other if needed);
Ensure conflict resolution (personal and professional) within your team and inform the program coordinator;
Ensure the needed capacity building of your team, with resources available internally
REPORTING:
Report directly to Solidar’s Program coordinator.
Centralize all information gathered in the field and consolidate a Monthly report to be delivered to the Program coordinator;
Prepare relevant data’s for reporting and writing proposal
The Narrative Report which includes: the number of beneficiaries, actions taken, number of house-visits conducted, awareness raising activities, number of people attending the session with breakdown per age group and gender; should also include charts, trend analysis and solution
REQUIREMENTS:
At least 3 years of professional experience in Monitoring and Evaluation, experience in NGOs is an advantage
University degree in Statistics, Social Science, Economics or related fields
Strong analytical and conceptual skills
Ability to work and perform under pressure
Proven skills in leading a team
Elevated sense of organisation
Excellent command in written and oral Arabic and English
Excellent Computer Skills
