Project Engineer - Individual Consultant - Beirut, Lebanon

Relocation of both Beirut & Mt Lebanon Offices from Khater Bldg & partially from Lea Bldg to S&K 4396 Bldg in Jnah and construction of New Registration site in the land adjacent to S&K 4396 Bldg:    · ICT infrastructure ·  Security upgrades ·  Office customization Total amount of days/weeks/months to be worked: 6 months Payment schedule: On monthly basis subject to satisfactory receipt of Services    The incumbent should be able to accomplish the following tasks:       Provide architectural and related expertise in assessing and identifying the needs for the alteration of the new office premises based on already established UNHCR criteria. Conduct a detailed fit-gap-analysis of the selected premises. Produce all the designs, drawings, and layouts that are needed to bring the selected building to the required level as per UNHCR standards and as per the provided number of offices and relevant spaces and in compliance with all safety and security procedures and requirements recommended by UNHCR Security Unit. That would include redesigning: floor plans, new partitions, conference rooms, modification of kitchens/bathrooms, parking requirements, electricity/lighting system and security access. Make best use of the available features of the selected premises and adapt them to a functional, good quality but cost-effective and visually appealing style that reflects well on UNHCR and fits the purpose of the Lebanon-Beirut Office. Produce detailed bill of quantities (BoQ), an estimated costing for the needed alterations. That includes the general requirement for each work rubrics, the technical specification for construction materials and/or equipment to be provided by contractors Produce detailed work plans with identified timeframes for the completion of each stage. Provide time frame for the work phases of the project. Project management responsibilities will include but not be limited to: site management; assistance in preparation of the tender document for the alteration works and in selecting contractors for alteration works; full-time supervision of all contractors on the site including quality check and acceptance of construction materials, accessories and equipment; matching the completed work with the contracts/purchase Orders, identify and assess eventual change orders needed, revision of bills of quantities, testing and adjusting utilities/services in the building; identification of the needs and estimation of the required furniture. Ensure that all works are carried out according to established criteria and quality standards and within the shortest possible time, sequencing work as required. Assist in the hand-over and sign-off process after the completion of each contractor's work. Assist in the planning and supervision of the actual move from the old to the new location. Identify and arrange for final adaptations after the move until all workstations and common areas and features are tested and found full functional. Ensure that the entire project is finalized by 31/10/2017 or eventual date set by UNHCR. Prepare and record the “As-built” drawings with all other information that may either be required or be useful for the operation and maintenance of the premises in the future. Actively stay on the project until final sign-off by UNHCR. Proactively and independently complete planning and analytical tasks and assignments. Carry out all tasks and act on behalf of UNHCR in the best interest of the organization. Monitoring and Progress Controls report requirements, periodicity, format, deadlines  Monitoring and Progress Controls (report requirements, periodicity, format, deadlines):   The incumbent will report directly to the Senior Admin/Finance Officer and will coordinate closely with the Supply, Admin, ICT, FSA Units.       a.         The final product: At the end of the contract period, the incumbent should have completed all projects stages including the move to the new premises (Building and Registration site) and made sure that all workstations and common areas and features are tested and found fully functional.       b.              Delivery Periodicity, as applicable: The incumbent should provide weekly progress report and report on each completed stage of work.

Essential Minimum Qualifications and Professional Experience Required

Advanced university degree (Master’s) in Civil Engineering, Electro Mechanical Engineering, Architecture, or its equivalent from a technical or professional institution or a university.
Minimum of five (7) years of relevant work experience in engineering, technical support function, architecture, construction management, general facilities, space planning, budgeting, building management, office management, and/or administration with emphasis on facility and/or project management.
Previous experience in a supervisory/managerial capacity.
Proven ability and experience in managing complex technical projects, preferably property related projects.
Proven ability in preparing, reading and implementing architectural, electrical and mechanical plans on site.
In-depth knowledge of construction accounting.
Computer skills and knowledge of AutoCAD, MS Office and other relevant drawing software. In addition to using project managing programs Primavera or Microsoft Project.
Fluent in Arabic and English (speaking/reading/writing).
