Junior Non-Key Expert (Jnke) For Capacity Development, Coordination And Quality Assurance

The EU-funded Project “Promotion of Social Dialogue in Lebanon” is aiming to enhance the capacity of the Government of Lebanon and the Lebanese Social Partners and Civil Society to be promoters of Social Dialogue in order to strengthen social protection and improve and enforce labour legislation. This project is part of the EU funded program “Promotion of Social Justice”, which follows a comprehensive approach to human development in supporting increased access to information, enhanced participation of citizens in decision making and advanced social protection in support of inclusive and sustainable growth. The project is implemented by the Ministry of Labour (MoL). Beneficiaries and partners of the project are the MoL- especially the Labor Inspection Department of the MoL- , the National Employment Office (NEO), the Economic and Social Council (ECOSOC), Employer Organizations, Trade Unions, Civil Society Organizations and other relevant stakeholders involved in Social Dialogue. Objectives and scope of works for the JNKE It is of utmost importance to establish and maintain trustful relations not only with the main beneficiary organization (MoL), but with all social partners who are participating in project activities and who will contribute to filling social dialogue in Lebanon with life.Therefore, in addition to the more than 20 NKE for specific tasks, a long term JNKE for capacity development, coordination and quality assurance is needed as permanent professional support to the TAT in general and to the Team Leader in particular in order to ensure coherence and continuity of the various interventions (tasks) of the project, establish and maintain trustful relations with the main beneficiary and to other beneficiary organizations, ensure ongoing liaison with the social partners; ensure the proper documentation and dissemination of outputs While ensuring continuity, coherence and high quality outputs for dissemination are the main reasons to have a long term JNKE among the team, building and maintaining trust in the relation between the TAT and the beneficiary is also of utmost importance, both for capacity building in general and in reform activities in particular. Major tasks to be covered by the long-term JNKE include support in planning, preparation and implementation of training events, workshops and conferences (Needs analyses, Concepts); support and fostering the work of tripartite working groups, which will be established under certain activities of the project; preparing documentation and handouts related to the various events; ensuring coherence of the different activities, implemented by more than 20 NKEs; provide support to the TL related to regular reporting and to reporting on special events; ensuring that Communication and Visibility aspects are always taken into account ensuring high quality and dissemination of outputs and results; other tasks assigned by the team leader in relation to capacity development, coordination and quality assurance Methodology In close collaboration with the TL, the JNKE will provide professional consultancy services related to capacity development, enhancing social dialogue among partners, assist in conducting needs assessment for social partners and assist in developing concepts and detailed plans for technical and personal capacity development of the tripartite social partners. In specific, the JNKE will Prepare a detailed plan for the assignment, covering his contribution to all institutional and technical capacity building activities included in the overall and annual work plans, especially those under results 2 and 3; Assist the Team Leader in the conceptual design and arrangements for the conduct of all capacity building activities for the social partners and facilitate their implementation in close cooperation with the project , the beneficiaries, key experts, non-key experts and other stakeholders; Ensure all aspects of monitoring and evaluation of actions, including the compilation of aggregate capacity building reports, ensuring the effectiveness of the demand driven approach to capacity building; Ensure coherence of activities within the Results 1 and 2, implemented by different NKEs in order to avoid overlapping or gaps (in specific related to the Activities 2.1 “Action plan for missions and tasks of LI”, Task 2.2.2 “Assist NEO to conduct 2 sectoral studies” and Activity 3.2 “prepare and implement relevant trainings” Provide technical assistance to foster the work of tripartite working groups, which are planned to be established in the frame of results 2 and 3; Ensure the quality control and preparation for dissemination of outputs and results, related to the activities within results 1 and result 2 Deliverables The usual place of work is the project office in Beirut within the premises of ECOSOC.  The JNKE for Capacity Development, Coordination and Quality Assurance will deliver A detailed plan for the assignment Monthly status reports, covering the status of all activities implemented by the project, actions and up-coming activities for all the next month. Needs analysis for capacity development measures related to result 2 and 3 Draft concepts for capacity development measures related to result 2 and 2 In addition, the JNKE will ensure completeness and high quality of outputs within result 1 and result 2 on a monthly base. The JNKE will also arrange the dissemination of outputs from all activities to the tripartite social partners Time line and working days (up to 35 wd) Works shall be implemented in the period from April 2017 until the current end of the project in June 2017 (indicative) In order to deliver all the services requested, in average 13 working days per month are planned for this assignment, in total up to 35 JNKE working days until 30.06.2017 according to the current planning. With a separate arrangement, works may be extended. Language All documents and deliverables are to be provided in English (of these, the project will translate a selection into Arabic if needed). Qualification and Experience of the Expert (selection criteria) Qualification and key competences: University Degree, at least on Bachelor Level, in public administration, sociology, economics, engineering, project management, human resource development, project management or related fields; Excellent verbal and written communication skills in English and Arabic. French will be considered as an asset Excellent writing and editing skills in English and Arabic (the CV provided will be used as one of the main proofs) Strong interpersonal and communication skills Strong analytical and organizational skills Understanding and application of the consulting principle of capacity development (proven by previous assignments and / or relevant further training)  Professional experience: Minimum 5 years of relevant professional experience in capacity development, coordination and quality assurance, ideally in public sector settings; Experience as expert in minimum three (3) development projects, funded by national or international donors At least one work experience in ENPI region in the field is an asset; Demonstrable workshop experience and facilitation skills (at least 10 interventions for capacity development prepared and documented); Familiar with the national scene and underlying currents in public sector development and public-private dialogue, verified by track record of works, including publications.
