1- BACKGROUND:
As part of World Vision’s advocacy’s approach to its child protection programme, two child protection committees are established in Akkar’s ADP, covering two areas: Dreib and Sahel. The aim of these committees is to play an active role to the major issues of child protection (CP) in their community, by raising awareness on child protection and addressing the highlighted in gaps in the CP services.
Hence, the committees would be doing a Quick Impact Project, which would address the gaps in the child protection services. Completing this project would require empowering the members’ technical capacities though a number of training sessions.
The training sessions would empower the members to:
- Identify and prioritize the needs of the most vulnerable children in their communities, to be addressed in the project
- Develop a short concept paper, which clearly shows how the Quick Impact project would address those needs.
- Understand how realistic and accurate budgets are usually set, and therefore set a small and accurate budget to the Quick Impact Project.
2- THE PURPOSE OF THE CONSULTANCY:
World Vision Lebanon is looking for a trainer, on a short period, to provide capacity building training sessions to the two Child Protection Committees, in Sahel and Dreib, Akkar. The training sessions aim to deepen the knowledge and enhance the skills of the attendees on the above listed topics.
The committee members who will participate in the training are 30 in total, and they are active members in local NGOs in Akkar, with different backgrounds and experiences.
The training sessions will take place in Akkar area, but the exact location will be identified later.
3- CONTRACTOR (SECOND PARTY) SPECIFICATIONS
Overall
The trainer is expected to allocate one day per topic for each CP committee in each of the two areas.Language: Arabic

A qualified candidate for the second party contractor must:
• Either a member of an official organization or a freelance trainer
• Has a previous experience (2-3 years) in facilitation and delivering trainings.
• Fluent in Arabic.
• Ability to facilitate training sessions with adults while creating a room of trust with participants
4- PARTY’s RESPONSIBILITIES:
World Vision (First Party)
The first party agrees to:
• Provide sufficient funding for the project
• Review the second party’s reports and provide feedback when necessary
• Provide the needed material for the training sessions.
Contractor (Second Party)
The second party agrees to:
• Develop a capacity building plan in line with the specifications of the first party
• Discuss the capacity building, in details, with the Project Coordinator.
• Provide detailed report to the Project coordinator after the delivery of each topic.
• Coordinate the logistics related to the session’s delivery
• Drive to Dreib and Sahel, Akkar.
• Give feedback to the project coordinator on issues that may require a more specialized intervention.
• Comply with World Vision’s policies and practices with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
PROJECT TIME FRAME
• Bids submitted: April 7 2017.
• Contract signed April 11 2017.
• Capacity Building Sessions: April 12 until April 20 2017.
• Report submitted: at the end of each topic delivered.
