World Learning is looking to contract a consultant for the development of an Operations and Maintenance (O&M) plan to guide and support its implementation of a transportation solution in up to 100 Lebanese public schools. Interviews will be conducted on a rolling basis.  Project Overview QITABI is a four year, $41.2 million project that will improve both access to education and learning outcomes in primary schools, in addition to supporting institutional effectiveness across MEHE (Ministry of Education and Higher Education) in Lebanon. QITABI aims to improve outcomes in reading at the primary level, under the assumption that increased literacy directly correlates to increased academic and professional achievement. Improved facilities, services, and teaching – along with more effectively engaged communities and school councils – will not only improve learning outcomes, but also increase the chances of youth remaining in the formal education system. The project has three components: Component 1: Improving reading outcomes for primary level public school students Component 2: Expanding access to safe and relevant education for vulnerable public school students Component 3: Strengthening management (resilience) in the education system to better direct and monitor education   The Assignment Under Component 2 “Expanding access to safe and relevant education for vulnerable public school students” and specifically in Element 4 “Addressing barriers to schooling for vulnerable students such as costs, transportation, safety, etc.” the project aims to provide up to 100 buses to public schools in Lebanon. The implementation of this model requires the development of an O&M plan to guide bus operation and to support school administrations in maintaining sound, safe, transparent, and efficient management of the buses.  This position will be responsible for the delivery of an O&M plan, in English, in collaboration and coordination with QITABI team. The purpose of the plan is to ensure sustainability of the bus model by documenting planned set of standards and best practices in operating and maintaining the up to 100 buses to be procured under QITABI. The document describes the detailed resources and procedures that are the basis to ensure the long-term sustainability and the proper operation of the buses. This is a manual/reference guide that will be turned over to the relevant schools; it lists the policies and procedures for the use, operation, management and maintenance of the buses.   Consultancy period: 10 days Starting date: Immediately
