M&e Officer

  Under the overall supervision of the IOM Beirut Head of Office and technical support by National Programme Officer, Chief Medical Officer at the UN Migration agency (International Organization for Migration – IOM) Beirut, and the technical direction of the National Tuberculosis Programme Coordinator of MOPH Lebanon, the incumbent will be responsible and accountable for implementing activities within the framework of the project “Middle East TB, HIV/AIDS and Malaria Response” funded by the Global Fund.     In particular, he/she will:   Ensure accurate and prompt collection of data about tuberculosis on a monthly basis from the different tuberculosis centers falling under the National Tuberculosis Program in Lebanon. Analyze this data using epidemiological methods and statistical software such as Excel, SPSS and Strata. Draft monthly reports on the numbers and distribution of tuberculosis cases across Lebanon, with data disaggregated by age, gender and nationality, and report back of significant findings to the NTP coordinator. Visit tuberculosis centers in the different areas on a regular basis and maintain direct contact with center managers. Act as a liaison between IOM MER team in Beirut and the National Tuberculosis Program (NTP) coordinator. Assist the NTP coordinator in the management of the daily activities related to the NTP program. Participate in assessments/surveys of the beneficiaries’ health needs and needs of the supported tuberculosis centers. Report any difficulties and challenges to the NTP coordinator and IOM Beirut MER Team. Monitor health projects’ process, specifically with the aim of increasing effectiveness and recommending appropriate actions in coordination with the NTP Coordinator and IOM- MER team designated staff. Assists with the design and implementation of a monitoring and evaluation system that measures the effectiveness of project initiatives.  Monitors and evaluates overall progress on achievements of results; Monitors and reports the sustainability of the project's results to NTP Coordinator and IOM-MER team. Assists in coordinating across the available components of the Project to ensure effective implementation of M&E. Assists the project personnel with M&E tools and in supporting them in their use. Develops testing procedures for assessing quality. Helps build staff and counterpart capacity in M&E and data processing/reporting.   Perform such other duties as may be assigned.

Education and Experience
a) Undergraduate/postgraduate degree in a health related area (preferably, epidemiology, medical sciences, medical informatics, or biostatistics); Masters degree is an advantage.
b) minimum two years of relevant work experience, including experience in epidemiological research;
c) Experience in the public health sector in Lebanon; knowledge of project development, implementation and monitoring is an advantage;
d) demonstrated understanding of the humanitarian system through work experience and/or studies;
e) willingness to undertake frequent travel to field locations across Lebanon.
