Human Resources Assistant – G4 – Hrt032 – Temporary Appointment - Beirut, Lebanon

There are currently over one million Syrian refugees registered with UNHCR in Lebanon, which makes Lebanon the highest refugee-hosting country per capita in the world. There are no approved camps in the country, and refugees are spread over 2,125 communities and locations across the country. The refugee response is led by the Government and local actors, supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field. The structure brings together over 100 UN agencies, national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response and UNDP facilitates the resilience and stabilization component. The UNHCR operational response in Lebanon is the largest for the organization, with a total budget of over USD453 million for 2017. Media attention and the frequency of influential high-profile visitors is high. The Office has grown substantially in the past years and now has around 640 staff. Aside from the Branch Office in the capital city of Beirut, UNHCR has two sub-offices in Zahle and Tripoli and two field offices in Mt Lebanon, Tyre, and one field unit in Qobayat under the Tripoli Sub-Office. Human Resources Assistant will work under direct supervision of the Human Resources Associate staff on Field Service Assignment, assisting him/her in personnel administration and other HR related matters, including the process of recruitment and appointment of staff, and in the performance management and welfare issues of staff under area of responsibility (AOR). Accountability (key results that will be achieved) The workforce in the AOR is well-informed of the organisation’s human resources policies and practices. UNHCR provides a healthy, safe and respectful working environment for its workforce in the AOR. Responsibility (process and functions undertaken to achieve results) Provide support in the recruitment (including using the online Vacancy Management tool), assignment and reassignment of local general service staff. Assist in processing local staff members’ contracts, entitlements and benefits in accordance with Staff Rules and established HR procedures. Provide advice to staff members on their rights, obligations, benefits and entitlements according to the UN/UNHCR staff rules and regulations. Assist newly arrived international staff with administrative formalities related to their accreditations, security/ground passes, arrange travel and hotel reservations. Assist with shipment of their personal effects in coordination with the logistics section. Administrator for the Leave and Absence records for UNHCR staff and affiliated workforce. Liaise with PCU for the classification of newly created non-standard positions. Maintain personnel records in the office, including maintenance of the attendance, overtime and leave records. Perform other duties as required. Authority (decisions made in executing responsibilities and to achieve results) Initiate calculations for payments related to personnel issues such as benefits and allowances upon recruitment Initiate routine correspondence on HR matters for the authorizing officer’s approval.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
Completion of University Degree in Human Resources, Business Management, Administration or related field.
Minimum 2 years of previous relevant work experience.
Fluency in English and working knowledge of another relevant UN language or local language.
Excellent knowledge of Microsoft Office applications (especially Excel)

DESIRABLE QUALIFICATIONS & COMPETENCIES
. Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc
Field experience with UNHCR and/or with other humanitarian organizations is an asset.
Good knowledge of UNHCR administrative procedures and processes and exposure to provision of support services in an international organization.
High IT affinity and working experience of PeopleSoft/MSRP/ or similar systems
