Project Manager - Baladi Program

The Projects Manager will be responsible for the management and implementation of a series of projects under Baladi Program. S/he has overall responsibility for the successful initiation, planning, design, execution, monitoring, controlling, operation and closure of the projects in hand. S/he should ensure that the projects are delivered on time, and in accordance to the budget and to the required quality standard (within agreed specifications). He/she ensures the projects are effectively resourced and manages relationships with a wide range of groups (including all projects stakeholders).    TASKS & RESPONSIBILITIES »    Managing and leading the projects team. »    Supervising project’s day-to-day field presence in the areas of operations. »    Supervising the daily work of field officers and conduct regular meeting for field coordination unit to ensure proper implementation of BALADI strategy. »    Closely coordinating and following-up with the partners and working groups engaged in the projects in hand including municipality /union, local partners, contractors... »    Detailed project planning and control for each project in hand including: »    Developing and maintaining a detailed project plan. »    Managing project deliverables in line with the project plan. »    Recording and managing project issues and escalating where necessary. »    Resolving cross-functional issues at project level. »    Managing project scope and change control and escalating issues where necessary. »    Following up frequently on project developments and progress to ensure compliance and proper implementation of activities. »    Conducting regular field visits. »    Monitoring project progress and performance. »    Ensuring that funded projects and activities are in compliance with USAID regulations and that sub-awardees’ outputs are as per their respective proposals. »    Coordinating with the finance department on all required financial documents related to the project’s implementation. »    Reviewing, finalizing and approving reports and studies conducted by technical consultants and experts related to the project progress. »    Providing status reports on regular basis (at least monthly) to the GACM. »    Ensuring all project official documents including work-plan, action plans, budget, technical drawings, technical specifications, Bill of Quantities (BOQs), contracts… are continuously updated and compliant with the progress status of the project and USAID regulations. »    Maintaining complete accurate and up-to-date project file. »    Planning and organizing community engagement activities throughout the project implementation phase. »    Monitoring the environmental compliance checklist for the project. »    Ensure fulfillment of all technical / M & E activities necessary for proper project implementation to reach the set M & E targets. »    Ensure project completion including site readiness in close coordination with concerned engineers and all technical and operational activities execution for proper close out. »    Identifying important highlights, success stories, or activity impact for each BALADI project sub-awardees activity and draft briefs about these highlights for required project documents. »    Planning and organizing the project launching ceremony and closure event. »    Any other task assigned by the supervisor.   EXPERIENCE REQUIRED »    Bachelor degree in Business Management, Engineering, Business Economics, Public Administration, or any other relevant fields. »    At least 3 to 5 years of similar experience in relevant field is desirable. »    Prior similar responsibility under Donor programs is desirable. »    Have previous experience in Lebanon and previous similar responsibilities in implementing similar context projects and activities.   SKILLS »    Ability to achieve operational objectives by contributing information and recommendations to strategic plans and reviews »    Ability to plan, organize, prioritize, coordinate, multi-task, meet deadlines and work with attention to detail »    Project planning, organizing and management techniques »    Ability to successfully initiate and maintain positive relationships with communities and NGOs »    Skill in establishing priorities »    Strong interpersonal skills and ability to deal effectively in team environment »    Experience in program development, donor compliance, monitoring, evaluating and reporting »    Excellent knowledge of English and Arabic; French is a plus »    Excellent reporting, communication and interpersonal skills »    Good computer applications skills.
