Humanitarian Access And Liaison Manager

Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. In close respect to humanitarian principles, PU-AMI promotes humanitarian access and dialogue with all components of the civil society in Lebanon, and delivers assistance based on the needs, regardless of religion, politics, ethnic matters.     Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.   PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors. 1-      GENERAL OBJECTIVE   The Humanitarian Access and Liaison Manager supports the Field Coordinator for the organization of the safe humanitarian access, by: -      monitoring of the security situation, identifiying the constraints and risks that may hinder proper access to the assisted populations -      reporting all the changes and incidents affecting the access of populations in needs to the humanitarian stakeholders and baisc social services -       Ensuring the safety means for field teams Liaising with the key stakeholders (municipalities, associations, governement and political groups representatives)  2-      RESPONSABILITIES AND TASKS Ø  Humanitarian Access monitoring -       He promotes the common speech strategy at field level by local stakeholders , field teams and beneficiaries -       Ensure data collection, crosschecking and in-depth analysis of information related to the security and safety within the area of intervention; provide regular and ad hoc (if needed) formal reports to the Field Coordinator, (incident table with analyis) -       Monitor the overall staff movements and provide regular info to staff on safety of their movement, especially when moving to the field -       Collect, verify, analyze and report information that may affect the humanitarian access for assisted populations (climate hazards, civil unrests, security incidents) -       Set up a network of Focal points in Beirut and Mount Lebanon, with a specific focus on risky areas, to ensure the rapid collection of information for the protection of the teams on the field, -       Actively participate in the daily or ad hoc humanitarian meetings, take notes and provide qualitative minutes / reports when needed, -       Immediately alert the Field Coordinator in case of impending danger, or incident affecting the teams or the assisted population. -       In case of incident affecting PU-AMI teams or activitiies, he is in charge of reporting immediately, orally to the Field Coordinator, and providing security incidents as per the template in 12 hours following the indicent; -      In case of a security related incident affecting PU-AMI staff, be the focal point for PU-AMI: ensure follow up of incident and provide regular updates to Field Coordinator and Security Coordinator   Ø  Security and Safety rules enforcement -      Participates in the elaboration and constant update of the Base Security Plan and the related set of security forms and documentation, such as, but not limited to: stakeholder analysis, hibernation plan, mapping, evacuation plan, constant companion, communication tree -       Provide a weekly SitRep Report for BML to the Field Coordinator and nationwide to the HoM -       Monitor the overall daily staff movement in BML and provide regular feedback to staff on safety, especially when moving to the field, -       Guarantee a smooth communication with all Departments in Beirut Base and set up clear coordination with Project Managers, -       Be updated about all projects activities of Beirut Base for a regular security follow-up -       Ensure security is set up properly during activities implementation in BML -      Ensure security of Beirut Base Office with a proper security set-up (entrance doors, magnetic cards etc.) in coordination with Field Coordinator and Logistic Manager. -      Support the Field Coordinator for the organisation and facilitation of Security workshops with key members of the teams, take notes and provide qualitative minutes / reports, -      Designing and providing Security Briefings as a part of New Staff Induction plans. -      Providing Security Briefings to staffs and visitors, and making sure they respect it. -      Staying up to date on external training opportunities.   Ø  Representation and liaising with external coordination -       Paying strict attention to the humanitarian principles, under the supervision of the field coordinator, he:   -       Attends and actively participate in the relevant meetings with partners and donors, takes notes and provide qualitative minutes / reports when needed, -       Participates in the overall representation of the organization for local actors and field level donors, and provide qualitative minutes / reports, -       Support the Field Coordinator for the networking with other stakeholders, -       Provides a mapping of stakeholders Ø  Humanitarian program implementation and development -      In regard to the humanitarian access component, he proposes analysis about the impact and perception of programms by the local stakeholders, and reports changes in humanitarian needs evolution; -      Contributing to the development of concept notes, proposals, and program strategies, with regards to humanitarian access  matters or the humanitarian activities implementation. Ø  Confidentiality of the humanitarian information -      Ensuring confidentiality of all information related to PU-AMI in the widest possible sense, especially regarding information related to beneficiairies.   The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs. 3-       MAIN PRIORITIES OF THE DEPARTMENT – FOR FIRST 3 MONTHS of EMPLOYMENT   Developping stakeholders network in some specific areas of intervention Assure the acessibility to sensitive and restrictive areas of intervention in BML, namely the Southern Suburbs Assure the awareness and respect for security policies of all staff in BML   Mandatory requirements Language Skills: Fluent in Arabic and English,(speaking/ reading/ writing).  Education Degree: University degree in Politics or a related field. Work experience: 2 years professional experience in a humanitarian access function, preferably in an INGO Computer skills: Very good knowledge in Microsoft Office (Word, Excel, Outlook), Google Earth and google map Other  requirement:   Valid driving license (For minimum 2 year) Assets      Other knowledge: Acquaintance with INGO' rules, procedures and regulations Interest: Work in relief Transversal skills -         Honest and trustworthy -         Reliable, rigorous and well organized -         Motivated and dedicated to his/her job -         Able and willing to learn to extend his/her scope of work -         Able to manage priorities, take initiatives and work without constant supervision -         Motivated and dedicated to his/her job
