Position Summary:The engineer is the Lebanon Community Resilience Initiative (LCRI) expert on civil and environmental engineering matters, responsible for providing technical advice, guidance, and monitoring oversight of all activities that have an engineering or environmental mitigation component. S/he will work closely with project staff and grantees to conduct assessments, design activities, monitor implementation, oversee construction sites on LCRI’s behalf, subcontractor designs, plans, bills of quantities, and other construction related items, and report on outcomes. The engineer is responsible of making sure any activities involving infrastructure and/or structural components adhere to Lebanese codes and international building codes. This is a short-term position from approximately March 2017 – July 2017. Please note: Only Lebanese citizens are eligible for this position.** Responsibilities: Carry out needs assessments for LCRI activities that include construction, rehabilitation, water/sanitation, public works, clean-ups/waste disposal activities, or renovations; Primary responsibility for drafting scopes of work and bills of quantity to use in solicitations for subcontractors and partners; Participate in the evaluation and selection of contractors for infrastructure/structural activities, or other actions as directed by supervisor. Ensures that environmental and sustainability concerns are addressed in activity design; Help identify potential vendors; Visit project sites and work with grantees and subcontractors to insure quality, timely, compliant implementation of engineering projects; Monitor progress of engineering projects and draft reports to the Director of Operations, Chief of Party and Grant Management Units (GMUs); Monitors adequacy and acceptability of delivered goods and services through field inspections, reviewing contractor reports, and meetings with project personnel and contractor representatives. The engineer is responsible for making sure Lebanese and International Building Codes are respected and accounted for in all engineering projects. Ensure that grantees and subcontractors follow and report on Environmental Monitoring and Mitigation Plans (EMMPs); Work with LCRI’s engineering partner when required on more intricate or larger projects to ensure that the project EMMP is appropriate, followed, and implemented; Other tasks as assigned by the Director of Operations or the Deputy Chief of Party. Qualifications: University degree in civil engineering from a recognized university At least five (5) years of working experience in civil engineering in Lebanon Must be conversant with Lebanese rules, regulations, codes and laws related to infrastructure, permits, building, and waste management, and International Building Codes; Experience in water or sanitation works desired; Experience working with NGOs and/or municipalities is desired; Fluency in written and oral Arabic and English are an essential qualification for this position.
