Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is an apolitical neutral organization whose objective is to provide immediate and long-term support to vulnerable population affected by natural disasters, armed conflicts and other types of crisis.
SIF has been present in Lebanon since 2012, implementing projects through National partner aiming at distributing assistance to the Syrian refugee populations affected by the conflict in Lebanon. This program allowed SIF contributing to the improvement of the well-being of the children and their families
In response to the current crisis in Syria, and the growing numbers of refugees coming to Lebanon, SIF is expending its humanitarian response and will scale-up its emergency support to Syrian refugees and affected population. SIF is currently recruiting Vocational training Officer to begin immediately; he/her will be based in Beirut, will support SIF’s main Child friendly space in Ain er Roummaneh Area and will cover as well a second area in Bakaata, Chouf, Mount Lebanon.
Furthermore, Vocational training Officer the will be in contact with other SIF members to harmonize and share tools as well as lessons learnt.
This Vocational training Officer part of the Protection Program team of SIF-Lebanon and will be under the line management of the Program Manager.
MISSION CONTEXT
The SIF project aims at strengthening the identification of vulnerabilities, their assessment and adequate referrals to existing services. The Vocational training Officer jointly with the team will ensure the identification of most vulnerable beneficiaries in need of vocational training. Strong coordination with other actors in the area of intervention is the pillar of this program and the referral mechanism will guarantee the provision of adequate services from others partners.
MAIN RESPONSABILITIES
- Develop and implement ideas for vocational programs with women and youth.
- Organize field meeting with the community disseminating the main topic of the project and the vocational training opportunities for youth.
- Actively participate in the collection of data for beneficiary verifications and households assessments related to vocational training
- Organize Focus group discussion with women and youth to establish the training interest and level.
- Assist the PM in preparing vocational training activity plans, in consultation with the training providers and beneficiaries.
- Assist in the data collection on the local labour market and enter collected information on job vacancies, training opportunities and self-employment support programmes into the database
- Establish and maintain contact and productive working relationships with community representatives, local and international organizations, jobseekers/beneficiaries and employers as related to life skill development.
- Conduct vulnerability profiling and vocational trainings assessment in the field
- Assist in preparing vocational training activity plans and lliaise on a daily basis with the training suppliers, the teachers and youth.
- Organize vocational workshop with women and supervise the implementation, ensuring that all logistical arrangements are taken and that beneficiaries attend regularly
- Support and supervise the regular attendance of beneficiaries in vocational training,
- Supervise the transportation A/R to school and from school (bus and transportation fees)
- Ensure all vocational skill-building take place in a safe environment as dictated by women and youth
- Carry out awareness raising sessions and outreach activities to inform women and youth about services
- Collect all information sheets (beneficiary lists, registration forms, and others) at the training venue and submit them to the Database Officer on a timely basis, in order to ensure prompt data entry
- Find proper placements for Training
- Organize meetings, FGDs and information sessions with vocational training beneficiaries
- Assist in developing the evaluation tools to monitor the vocational training effectiveness as well to assess the impact of the delivered courses
- Collect case studies and success stories according to SIF guidelines, document all lessons learned and best practices
REPORTING
Reports directly to SIF’s Beirut Office, the Project Manager/line manager. S/he will submit the following reports at the end of each week:
Ensure a daily proper recording of data (# of trainees, Course, activities delivered, etc);
Centralize all information gathered in the field and consolidate a daily report (into the proper reporting format);
The Narrative Report which includes: the number of beneficiaries, actions taken, number activities conducted, Counseling activities, number of people attending the session with breakdown per age group and gender;
Provide regular reporting on your activities to the PM and Programme Coordinator upon his/her solicitation.

PERSON QUALIFICATIONS
Qualifications, experience and competencies
University degree in Sociology, Social Workers or any other related degree
2 years’ experience in livelihood, community mobilization and participatory decision making highly preferred and valued
Demonstrated experience and capacity in conducting emergency assessments, field-level data collection, and experience analyzing field data and concisely reporting on results.
Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
Excellent interpersonal and problem-solving skills, creativity and flexibility and organizational skills
NGO experience preferred
Good experiences in counselling
Experience in working with private sectors and understanding of job markets
Good Command of English and Arabic (speaking and writing)
Confident and proficient in the use of MS Office, especially Excel and Word
Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in environment with tight deadlines;
Rigorous, and polite
