Registration Assistant – G4 – Tri059/ Tri081 - Unops – Tripoli, Lebanon - ( 2 Position)

There are currently over 1 million Syrian refugees registered with UNHCR in Lebanon, which makes Lebanon the highest refugee-hosting country per capita in the world. There are no approved camps in the country and refugees are spread over 1,750 localities. The refugee response is led by the Government and local actors, supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field to support the Government.   The structure brings together 13 UN agencies, 60 national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response while UNDP facilitates the resilience and stabilization component.   Through inter-agency coordination mechanisms, 9 sectors have been established in Lebanon, with UNHCR leading or coleading the Protection, Basic Assistance, Shelter, and Health sectors. UNHCR is also providing information management support to all. The Office has grown substantially in the past years. Aside from the Branch Office in the capital city of Beirut, UNHCR has two sub-offices in Zahle and Tripoli and two field offices in Mt Lebanon, Tyr (South), and one field unit in Qobayat under the Tripoli Sub-Office.   The Registration Assistant is a member of the Registration team and is supervised by a more senior member of the team who normally reports directly to the Registration Officer. The Registration Assistant is responsible for supporting all activities related to registration, which may also include functions related to reception, filing and data management. The Registration Assistant responds to queries from, asylum seekers and refugees regarding UNHCR's registration procedures and their rights and entitlements. The Registration Assistant liaises with protection staff and partners to ensure timely identification and referral of persons of concern for protection follow up. The Registration Assistant may provide interpretation and/or translation services in cases for which s/he has the required language competencies.   Accountability (key results that will be achieved) The registration and counselling of asylum-seekers and refugees in accordance with UNHCR policies and standards. The identification of vulnerable asylum-seekers and refugees and their referral to other units within the office and/or implementing partners in an accurate and timely manner. The management of expectations of asylum-seekers and refugees. Responsibility (process and functions undertaken to achieve results) Counsel individual asylum-seekers and refugees to manage their expectations on protection, assistance and durable solutions; Identify vulnerable asylum-seekers and refugees; Prepare detailed records of counselling sessions and follow-up on individual cases; Conduct registration interviews, maintain registration and counselling database and provide regular input on daily actions specified above; Ensure quality and integrity of information captured at registration, notably through peer review of registered cases and follow up with respective functional units; Ensure constant and accurate upkeep of data (physical and electronic) to reflect status of persons of concern by checking that all ProGres data fields are filled in properly. Manage and update refugee files as necessary; Compile periodic registration statistical reports and circulate them to all concerned parties, including external parties. Analyze data to ensure data quality and integrity, and report trends and issues as required; Participate in support missions to the field offices Draft routine correspondence based on instructions provided by the supervisor or based on background information available on office files; and Act as interpreter and translator when needed.   Authority (decisions made in executing responsibilities and to achieve results) Refer cases to other units within the office and to implementing partners as necessary.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED.
Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
University degree in Law, Political Science, Social Sciences or related fields;
Minimum 2 years of previous job experience relevant to the function;
Proficiency in English and Arabic. French is an asset.
