M&e - Senior Officer - Baladi Program

POSITION OBJECTIVE The primary function of the Monitoring and Evaluation Senior Officer is to carry out assessment and monitoring activities with a view to determine benefits of the program and how they influence the lives of targeted, Lebanese communities. The MESO will help conduct a baseline survey and train of staff, conduct survey and monitoring missions. The MESO will ensure to monitor program indicators and plan with the GACM team activities to reach the indicators. The MESO should also ensure monitoring projects, conducting evaluation of projects performance, with the concerned departments come up with lesson learnt and recommendations. DUTIES • Establish a framework and templates for narrative reporting on project and related developments, including biweekly and quarterly narrative reports • Develop M&E action plan and activities for each of the projects and ensure their implementation • Prepare a monitoring and evaluation plan for the Baladi program, measuring the impact of the program against objectives and indicators throughout the life of the program • Travel to all areas of work and carry survey and or monitor improvement of projects and conduct both individual as well as focus-group interviews in target areas of work • Review project reports and written briefings/presentations according to schedule and as required, and ensure the inclusion of lessons learnt for improving efficiency and effectiveness of project implementation • Provide analysis and reports on assessment and monitoring survey to PD/DPD/GACM • Oversee the design and operation of databases for the entry and analysis of survey data • Manage the development of surveys for assessment and monitoring purposes • Support the development, maintenance, and updating of a results-based monitoring and evaluation framework and methodology, including baselines, targets and Key Performance Indicators (KPIs), as per the approved M&E Plan • Set in place the Monitoring system required to track the approved indicators on a regular basis • Liaise with beneficiaries and grantees on implementation of M&E obligations and assess compliance with policies and procedures of evaluation • Provide training in assessment and monitoring methodologies to relevant staff • Follow-up on the evaluation results, including monitoring actions taken by all stakeholders • Contribute to all relevant project deliverables • In coordination with head of departments developing and finalizing narrative (Quarterly/annual/or other) to all narrative reports or written deliverables • Provide regular briefings to project team, especially focusing on the monitoring and evaluation approach, and approaching team members for contributions • Prepare the scope of work of consultant/consulting firm that will be hired to perform M&E related tasks • Any other task assigned by the supervisor BUSINESS SKILLS • Understanding of qualitative and quantitative indicators • Creative and out of the box thinking • Analytical and report writing skills are necessary • Proficiency of written and spoken English and Arabic are required • Excellent organizational skills • Ability to successfully initiate and maintain positive relationships with communities and NGOs • Skill in establishing priorities • Excellent knowledge in coordination with the team • Excellent reporting, communication and interpersonal skills • Excellent computer applications skills • Ability to travel to the field
