Public Health Officer

Job Summary: Medical Teams International has been implementing health service delivery in 100  Syrian refugee settlements in the Bekaa Valley, in collaboration with local partners. In response to the LCRP and an increasing burden on PHC clinics, MTI is shifting our focus to support PHC quality and subsidize consultations.  This Zahle-based position is responsible for coordinating MTI’s PHC-related project management.   RESPONSIBILITIES Essential Duties and Responsibilities Audit PHC records to reconcile project disbursements with patient records. Collect and systemize information on progress of the indicators of each activity of the PHC project Ensure that all data is collected into Activity Info on a monthly basis Ensure that all field-data is collected in a timely and efficient manner Ensure that all data is stored efficiently in soft and hard copies. Conduct qualitative data collection through frequent visits to the PHC supported by MTI and have discussions with beneficiaries, following up on beneficiaries complaints (Hotline and complaint boxes) Ensure that complaint boxes in MTI supported PHC are visible to beneficiaries and needed tools for reporting are always in place Ensure that complaint mechanisms for reporting (Hotline and complaint boxes) are understandable, friendly to use and clear for beneficiaries Coordinate closely and regularly with the Monitoring and Evaluation officer on all data collection, data entry, and data analysis Liaise closely with PHC Project Manager and Field Staff for field-visits Plan and follow up on the timeline of all the M&E activities within the PHC Assist in the design, creation, and implementation of different M&E tools. Ensure that project level means of verification are available and organized at the project site. Report immediately on achievements or difficulties faced on the field to CM.   Disclaimer The duties listed above are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.   QUALIFICATIONS University degree in Public Health Experience A minimum of 2 years work experience in a similar field Previous administrative experience in the health sector is a must Knowledge, Skills and Abilities Commitment to Medical Teams International mission statement. Must be able to exercise considerable initiative Ability to work well in a team and under pressure and in response to changing needs. Ability to plan well, set own targets and meet them. Ability to deal with difficult, often frustrating work situations High degree of responsibility, initiative, emotional stability, the ability to prioritize a heavy workload and to delegate accordingly, culturally sensitive Professional attitude and the ability to build successful working relationships Experience in and knowledge of the Syrian situation and response is considered a strong asset. Familiarity with medical diagnoses and tests. Demonstrate an understanding of the Lebanese health system.  Communication Skills Expressing ideas in written form; editing; revising; Preparing concise and logically written materials  Organizing and presenting ideas effectively for both formal and spontaneous speeches  Participating in group discussions Interacting effectively with peers, and superiors Demonstrating effective social behavior in a variety of settings and under different circumstances  Identifying reasonable standards for assessing the appropriateness of an action Maintaining group cooperation and support Strong interpersonal skills Showing loyalty to an organization Being punctual and working efficiently    Computer Skills   Apply the basic computer skills Knowledge of Microsoft office including word, excel, power point, and outlook Using HTML and other web design tools Understanding and using different operating systems like Windows
