Project background
Save the Children Lebanon (SCL) is one of the leading agencies responding to the Syria crisis in Lebanon. Present in Lebanon since 1953, SCL has developed strong relationships and a well-established operational platform. SCL's current program includes interventions in WASH, Shelter, Education, Livelihoods and Child Protection. Save the Children implements directly and also works with local partners to deliver emergency aid, such as multi-purpose cash and food parcels, which improve daily living conditions for the refugees and vulnerable Lebanese families. In the last two years, the emergency program has reached approximately 400,000 people across Lebanon.
Key components of the ongoing WASH program include the provision of access to safe water, sanitation and hygiene according to the minimum standards for the most vulnerable/affected population. To achieve this SC is implementing a community support activities to improve the water and sanitation infrastructure at municipal level in order to increase their capacity together with the capacity of the Water Establishment and other relevant bodies.
Save the Children is looking to hire 3 external consultants (1 for our North area, 1 for Bekaa and 1 for Beirut Mount Lebanon) to support our community support projects. Interested candidates shall quote their services fees per project.
Responsibilities of the WaSH consultant
Ensure the technical feasibility of proposed projects
In close coordination with the municipalities and water establishments, prepare the proper technical design which includes the bill of quantities, the technical specification and the estimated budget
Support logistics in the contracting process
Oversee the contracting work with regular monitoring visits (bi-weekly) to each project site
Finalize the study for 5 or more water network projects in Bekaa, North and Beirut Mount Lebanon that include design drawings, profile drawings, Section & trenches detail, bill of quantities, estimated budget, project specifications, typical inspection plans
Ensure handover documents are drafted by contractor and attend hand over site meeting with the BWE and contractor.
Objectives and Output
Prepare all the technical documents needed to initiate the tenders
Sign-off on final tendering process
Monitor contracting work and sign off on all contractor payments
Provide final evaluation and final report of the contracting work
In close coordination with the PMs and the WASH Technical Advisor: Prepare all the technical documents needed to initiate the tenders
Essential Competencies required
Level of study
Degree in water resources management, Mechanical/civil/environmental engineer or equivalent
Required competencies and skills
4-6 years in water and sanitation infrastructure projects
1-2 years humanitarian experience is required
1-2 years working with Government related bodies (Municipalities – Water Establishments, etc.)
Very good coordination skills
