Logistics Officer

Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is an apolitical neutral organization whose objective is to provide immediate and long-term support to vulnerable population affected by natural disasters, armed conflicts and other types of crisis. SIF has been present in Lebanon since 2012, implementing projects through National partner aiming at distributing assistance to the Syrian refugee populations affected by the conflict in Syria. This program allowed SIF contributing to the improvement of the well-being of the children and their families. In response to the current crisis in Syria, and the growing numbers of refugees coming to Lebanon, SIF is expending its humanitarian response and will scale-up its emergency support to Syrian refugees and affected population. In view of SIF operation scale up SIF is currently recruiting a Logistics Officer to begin immediately. MISSION CONTEXT SIF project with the provision of basic assistance and the promotion of social protection mechanisms aim to prevent economically vulnerable households from slipping deeper into poverty. The proposed project will be implemented based on a coordinated approach between SIF and other operational actors. This action will build on SIF's extensive knowledge and experience of the context in order to ease the acceptance of its program while building the capacity of local community. SIF is providing information on available services in the area of intervention through its dedicated referral focal points and dissemination of leaflets, including on legal awareness, birth and marriage certification, health services. Through an external referral mechanism, SIF in coordination with other actors in the area of intervention and in collaboration with the SDC, will provide psycho-social support, medical and legal services as well as other services available in the area.  Responsibilities and related tasks He/She supervises logistics activities in full respect of SIF procedures, notably in following areas: procurement, storage, distribution, maintenance, information flow. He/she makes sure that information regarding logistics is transmitted accordingly. -Procurement: Make sure that item asked is conform to a real need Follow the proper order, the purchase, and transportation then unload in stores Related Tasks: Check that purchase order forms are filled properly. Ensure that SIF purchase procedures (Purchase Order form, Quotation) are respected. Update the monthly list of price Ensure that purchases are done or that it was forwarded to another base. Check that advances given for the purchases are justified by invoices and proper purchase documents Check that quality of the items purchased by asking the advice of the user if needed.   -Transportation of goods Organize the transports of goods to other sites in collaboration with Logistics Coordination Follow and prepare the trucks arrival from other bases. Put in place the handling operation to unload and store the goods in good condition. Establish a claim at the delivery of goods if necessary  -Stock management: Theoretical storage with accuracy of information, Physical storage with goods movement and proper stack this taking into consideration security for the goods and the staff Related Tasks: Ensure the management of the stock Decide to adjust the period of the inventory check according to the situation. Generate and follow proper computed inventory of the stock. Supervise reception of all materials and check and validate properly the waybills, Estimate stock capacity according to purchase order that is done, estimate additional space for the shelves and pallets for future orders.  -Distribution: Supervise outgoing of goods Related Tasks: Control that a waybill and a packing list is properly filled whenever some goods are shipped. Ensure that stock cards are updated whenever some goods are used or distributed. Plan and forecast transportation needs for all activities  -Maintenance: Supervise maintenance work regarding all equipments and premises. Related Tasks: Ensure that the compound (office, place of living, kitchen and store) is always kept tidy and clean. Regularly check the good condition of the compound and proceed to any rehabilitation, reparation when required. Follow up water/electricity/fuel/gas supply of the base Follow up cars movements and drivers Follow up the good use of the equipments (cars, phones, computers…). Calculate and follow up the monthly consumption of each vehicle, generators (fuel, oil). Plan and follow up cars and generators, equipment maintenance Forecast and purchase spare parts and all other materiel or tools related to the maintenance of the equipment and premises.  - Vehicle Management and Maintenance Make sure SIF (and donors’, if required) vehicle management procedures are implemented and respected Supervise the general follow-up of the SIF mission vehicles (consumption checks, movement planning, etc.) Ensure a regular maintenance on the different vehicle of the mission, setup appropriate maintenance contract with suppliers or ensure an appropriate repair process with local technicians Handle transport contracts negotiation with suppliers and follow up Define the more relevant means of transport for goods delivery and process the administrative formalities related to (by road, by plane, by boat, etc.) Supervise the team of driver and organize their movement plan Experience required: 1 to 2 years
