Gender Based Violence Senior Program Officer

The primary function of the Senior Gender Based Violence Program Officer is to ensure the support and supervision of site teams implementing Gender Based Violence prevention and response activities towards ensuring that IMC and international minimum standards are met and services are up to the highest standards .                                           Essential Job duties:   1.      Program Implementation and Capacity Development Contribute in ensuring the compliance of the department to Gender Based Violence minimum standards and working towards achieving comprehensive standards. Enhance the skills of IMC staff related to Gender Based Violence prevention and response, mainly strengthening Gender Based Violence case management and serving as technical resources for staff in the field following standard protocols. Build the capacity of IMC staff to offer appropriate referral and support to individuals and communities at risk / survivors of Gender Based Violence services using standardized resources. Develop and strengthen referral systems both within IMC’s programming as well as between external actors. Monitor the quality of the Gender Based Violence services on a regular basis, identify gaps and propose adjustments, in collaboration with the other relevant sectors. Support in training other IMC program staff to integrate guiding principles and risk mitigation into various sector interventions and on the safe identification and referral of Gender Based Violence survivors. Identify existing support mechanisms and work closely with local counterparts governmental and non-governmental entities to ensure community buy-in and cultural appropriateness of activities. Other duties assigned by the Gender Based Violence Program Manager.   2.      Program Planning Contribute in program design and the preparation of concept notes and proposals. Analyze trends of Gender Based Violence and propose adjustment strategies to meet needs. Support in the monitoring of indicators according to the log frame and to the spending figures and propose relevant adjustments. Support Gender Based Violence officer in assessments to identify protection risks, to map points of service for survivors of Gender Based Violence and vulnerable individuals, and to identify points of entry and support structures for reinforcement. 3.      Coordination Work closely with the Health and Mental Health Teams to ensure mutual understanding of different programs goals and expectations and ensure linkages across IMC programming. Coordinate with local and international organizations, UN agencies and other stakeholders to ensure holistic support for survivors, including development of Gender Based Violence SOPs and referral pathways. Represent International Medical Corps at relevant meetings, task forces and working groups related to protection and Gender Based Violence in coordination with the Program Manager. IMC national focal point for the Gender Based Violence IMS.   4.  Human Resources, Administrative and Financial Management Ensure that the Gender Based Violence team is compliant to the internal procedures and code of conduct. Contribute in the selection, training and support of qualified program staff and help in their orientation on the program goals, outcomes and procedures. Contribute in finding support strategies for staff and in introducing principles of self-care. Contribute in the development of work plans in line with IMC guidelines, timeline, spending and budget processes. Work with Finance and Logistics to ensure the timely procurement of supplies within program budgets with the contribution of the Program Assistant. 5. Security Ensure compliance with security protocols and policies. Consider security implications of all program activities, reviewing all new initiatives with national staff and community leaders as relevant. 6. Reporting: Compile regular program reports, on time and with accurate data and add relevant input and recommendations. Report directly on all tasks and responsibilities to the Gender Based Violence Program Manager providing timely updates as scheduled in addition to ad-hoc reporting as relevant. Qualifications: Bachelor’s degree in Social Work, Public Health, International Development or other relevant field of study. A minimum of three years experience working in Gender Based Violence programs implementation. Familiarity with national and international standards and guidelines for Gender Based Violence programming and coordination. Familiarity with Gender Based Violence reporting tools and Gender Based Violence IMS. Ability to read, write, analyze and interpret technical information in both English and Arabic. Good working knowledge of Microsoft Office tools. Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, government representatives and others Ability to work well with a cross-cultural team, in conflict and post conflict settings and under pressure. Strong communication skills, both oral and written. Demonstrated high level of flexibility, responsiveness and reliability. Strong problem-solving and innovative skills to address gaps and challenges using available resources.
