Background
ACTED is an NGO registered in France with global operations in Central and South Asia, Europe, Middle-East and Africa. ACTED has been active in Lebanon since 2006 operating mainly in the North and Beirut and Mount Lebanon governorates of Lebanon. Since 2013, ACTED has been implementing household and community-level programming in Beirut, Mount Lebanon and the North supporting public service delivery, support to civil society and social cohesion.

Assignment
Under the supervision of the Program Manager, the Civic Participation Project Manager is responsible for the timely and appropriate implementation of assessments in the field, in accordance with the approach and methodology defined by the project. Functions The Project Manager will be fully responsible of the management and implementation of ACTED’s Civil Society Roadmap program funded through the European Union, in partnership with 3 other local partners. This will include: Program planning, reporting on daily/monthly implementation, and coordinating with relevant stakeholders (other project partners, local and national authorities, other program and support department staff, and targeted community beneficiaries). The Civic Participation Project Manager shall be responsible for:
2.1 Assessment of target communities - Developing community assessment methodology in coordination with the AME department - Conducting preliminary interviews with municipality representatives to present the project objectives and determine willingness to participate in the program - Conducting assessment in target areas in collaboration with local authorities to determine needs and map CSOs in the domains of education, health and environment in each target area - Assessing capacity and influence of civil society and civil servants in these areas
2.2 Capacity building for civil society and civil servants - Collaboration with Lebanon support on customizing curricula as per capacity assessment results - Collaboration with Lebanon support for logistics related to trainings in key thematic areas - Conducting training for local authorities in key subjects related to participatory governance - Develop transparency ranking and online display with Lebanon Support
2.3 Development of scorecard for local service delivery - Hold meetings with local authorities, civil society and other key service providers on the scorecard for buy in - Develop and launch the community service scorecard methodology
2.4 Development of local development strategies in response to identified needs - Holding a series of conferences/workshops at the local level to ensure all stakeholders agree on priorities and needs - Drafting of local development strategies and thematic action plans - Drafting/launching call for proposals to respond to priority actions - Selection of most appropriate projects, in collaboration with the EU and local authority and civil society representatives
2.5 Implementation of community development projects - Develop detailed project framework for all subgrants and overseeing the implementation of activities; - Monitor and evaluate the appropriate use of funds provided through subgrants and oversee documentation compliance (with the support of ACTED compliance team) - Providing daily and weekly progress reports and a bi-monthly update of the project management framework;
2.6 Coordination and external representation - Attending area-level coordination meetings to avoid duplication of activities with other agencies - Bilateral coordination with CBOs and other NGOs to avoid duplication and collect information on gaps and needs - Internal coordination (meetings, regular communication) within ACTED and amongst consortium partners
2.7 Compliance with ACTED FLAT procedures - Liaising with other departments to ensure Adherence to ACTED finance, logistics, and audit procedures for all project procurements and activities - Review of Budget Follow Up and liaising on regular basis with finance department to ensure all project expenditures are in line with budget forecasts - Supporting the AME department in conducting monitoring and evaluation activities;
2.8 Accountability to Communities and Beneficiaries The Civic Participation Project Manager is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every ACTED staff member.

- Fluent in Arabic, with excellent written and verbal English skills and the ability to work in an international context
- Excellent interpersonal skills and external relations;
- Excellent organizational skills and attention to detail
- Strong written expression and basic computer skills
- Independent, adaptable, flexible and hard working
- Strong motivation for supporting civic engagement and understanding of international assistance
- Advance understanding of the socio-political context in areas of intervention, in particular related to local civil society and governance issues
4. QUALIFICATIONS AND EXPERIENCE
- Bachelor Degree with experience in project management and/or technical implementation;
- Proven experience in dealing with local stakeholders;
- Prior experience using basic computer software required, notably in word and excel;
- Prior experience in civil society capacity building, networking and advocacy, with an emphasis on the sectors of health, education and environment;
- Previous experience working with a variety of stakeholders in humanitarian or development aid, in particular with local civil society.
