Develop and strengthen all procurement and logistics systems for NCA’s operations.
Ensure that all donor, government and NCA regulations for procurement and logistics are implemented and followed up.
Quality assure all procurement processes and documentation from market mapping to tendering to contract negotiations, signing and fulfillment
Ensure effective logistics processes, and accurate and up-to-date recording and documentation for transportation of both goods and people; exemptions, clearances and permits; warehousing and asset inventory management.
Work closely with program staff for the timely planning of all procurements and logistics activities, for reporting on status quo and for problem solving related to these activities.
Coordinate with finance staff on preparation and follow-up of all payments and supporting documents.
Manage, supervise and develop the capacity of all staff under area of responsibility.
Provide advice and organize training and mentoring of NCA and partner staff on all aspects of procurement and logistics and related routines & guidelines.
Participate in partner assessments, kick-off grant workshops, and reviews and monitoring of partners’ routines & guidelines, systems, plans and documentation.
Take part in coordination working groups or cluster mechanisms for logistics.
Ensure timely safeguarding, servicing and/or repairs of all NCA’s facilities and assets.
Assist with security related issues as a back-up and in particular with regards to transportation, office facilities and accommodation.
