Shelter Officer - Akkar

The Shelter Officer will be based primarily in the Save the Children International office in Kweikhat, North Lebanon, and will manage the day-to-day implementation of components of SC’s Shelter Rehabilitation and Minor Repair programmes in North Lebanon. Current Shelter Rehabilitation and Minor Repair programmes activities include: Provide rehabilitation in substandard buildings through a landlord driven approach using a cash-based modality. Provide minor repairs including WatSan facilities in Substandard buildings through a beneficiary driven approach for minor rehabilitation works using a cash based approach. Make sure all the documents related to the projects are complete are accurate. Supporting other construction-related activities being implemented by the other programs (E.g. Rehabilitation of schools). Follow up on all team activities in the field by the team members. The Shelter Officer will represent the shelter programme and has to ensure that all aspects of their and the Shelter Team’s work is undertaken in accordance with Save the Children’s Policies.    SCOPE OF ROLE: Reports to: Shelter Coordinator Reporting to: 4 x Shelter Assistants (Community Mobilisers and Technicians)   KEY AREAS OF ACCOUNTABILITY:  Programme management Work with Shelter Assistants to plan and implementation shelter activities in North Lebanon, ensuring that quality standards are respected; In coordination with the Shelter Coordinator and Monitoring, Evaluation, Assesment and Learning team, ensure appropriate evaluation, implementation and monitoring systems are in place; Conduct regular field visits with staff to monitor the implementation of activities; Lead the negotiation of rental-agreements with landlords; Provide weekly reports to the Shelter Coordinator on the implantation of activities. Partnership management Build and maintain relationships with local municipalities and community leaders; Build and maintain partnership with other NGOs active in the shelter sector; Schedule and organize meetings with implementing partners and contractors to discuss progress and challenges. Human resources and capacity building Identify staff development needs; In collaboration with the Shelter Coordinator support the recruitment of appropriate personnel for the Shelter Team; In collaboration with Shelter Coordinator identify capacity building requirements for the shelter team members. Deliver technical trainings and one-on-one mentoring; Supervise and coach all direct reports; Ensure the shelter team members use weekly work plans and reports. Coordination and advocacy Ensure that programme interventions continue to be informed by and integrated with other core sectors of SC, such as protection, education and food security & livelihoods; Ensure activities are developed in partnership with relevant local authorities and other key stakeholders, including local partners (where present) and aim to establish/strengthen processes and mechanisms at local, district, and national levels. Promote the participation of children in all aspects of the response where possible and appropriate; Contribute to the development of case studies for the purpose of reporting, advocacy and media efforts. QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES Diploma or degree in one of the following: Civil engineering, architecture, construction, urban planning or other built environment related field. 1 years’ experience in a position requiring line management Experience in team management Experience in an international and local NGOs (especially during the emergency phase) Experience in working on shelter and construction/rehabilitation projects in emergencies and post emergencies English (fluent in speaking and writing) Computer knowledge (proficient in word and excel) Ability to write weekly and monthly report Excellent contact and diplomacy to manage relationship in tensed situation; Experience in the social/humanitarian field Experience in community mobilisation and conducting outreach activities Ability to take initiative where appropriate to deal with difficulties encountered in daily work; Ability to adapt or change priorities according to the changing situation within a mission or the organisation itself; Ability to maintain consistent high standards of professional behaviour and achievement when working independently and as part of a team. Well organized; Able to manage stress and pressure Commitment to and understanding of SC aims, values and principles including rights-based approaches
