Outreach Worker

Position: Outreachworker/ OW Base: Mount Lebanon. Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is an apolitical neutral organization whose objective is to provide immediate and long-term support to vulnerable population affected by natural disasters, armed conflicts and other types of crisis. SIF has been present in Lebanon since 2012, implementing projects aiming at assisting the Syrian refugee populations affected by the conflict in Syria as well as the vulnerable host communities. These programs allow SIF to contribute to the improvement of the well-being of the children and their families In response to the current crisis in Syria, and the growing numbers of refugees coming to Lebanon, SIF is expanding its humanitarian response and will scale-up its emergency support to Syrian refugees and affected population. SIF is currently recruiting an outreach worker to begin immediately. The Outreach worker will be based in Beirutwith daily movement to Mount Lebanon, mainly in Chouf, Baabda and Aley. Furthermore, the Outreach worker will be in contact with other SIF members to harmonize and share tools as well as lessons learnt. The Outreach Workeris part of the Cash Program team of SIF-Lebanon and will be under the line management of the Project Manager.   MISSION CONTEXT SIF project with the provision of basic assistance and the promotion of social protection mechanisms aim to prevent economically vulnerable households from slipping deeper into poverty, and aims at strengthening the identification of vulnerabilities, their assessment and adequate referrals to existing services The proposed project will be implemented based on a coordinated approach between SIF and other operational actors. This action will build on SIF's extensive knowledge and experience of the context in order to ease the acceptance of its program while building the capacity of local community. SIF is providing information on available services in the area of intervention through its dedicated referral focal points and dissemination of leaflets, including on legal awareness, birth and marriage certification, health services. Through an external referral mechanism, SIF will provide a wide range of services in coordination with other actors in the area of intervention. Furthermore, as part of a longer term strategy aiming at supporting and reinforcing resilience of local stakeholders, the action includes a strong capacity building & strengthening component targeting the committee, SDC and local stakeholders on protection, child protection, referral pathway and mechanism, conflict resolution etc. .   GENERAL DUTIES & RESPONSIBILITIES Promote a participatory approach with SIF in order to involve refugees’ representatives in the identification of needs and conducting service referrals, and implementation of outreach services, in developing a sense of community and strengthen community support systems. Participate in the reporting of the SIF program implemented in Mount Lebanon region   SPECIFIC DUTIES AND RESPONSIBILITIES Promote and Disseminate project’s information, process and criterion Refer people to SIF’s activities upon their needs Act as link between refugees and SIF Conduct field assessment and assist in the registration process as request Work closely with SIF staff while conducting any activity. Submit completed tasks to the team supervisor and discuss developments daily;   REPORTING Reports directly to SIF’s Beirut Office, the Project Manager/line manager. S/he will submit the following reports at the end of each week: Ensure a daily proper recording of data (# of children, adults participating, activities delivered, etc); Centralize all information gathered in the field and consolidate a daily report (into the proper reporting format) to be delivered to the PM; The Narrative Report which includes: the number of beneficiaries, actions taken, number activities conducted, awareness raising activities, number of people attending the session with breakdown per age group and gender; Weekly update – numbers of beneficiaries segregated by age, gender,  needs and vulnerability (i.e. living in very poor conditions and other); Provide regular reporting on your activities to the PM and Programme Coordinator upon his/her solicitation.   ETHIC AND PROFESSIONAL PRACTICE Respect ofSIF child Protection Policy and Code of Conduct Openness to working with refugees (Syrian, Palestinian, etc.) and deprived children Always respect of beneficiaries’ confidentiality Respect and promote SIF’s Policies and report to your line manager any non-respect of SIF’s policies amongst the teams or partners. Address needs and requests in a professional way. Report any incident or act that causes any harm to beneficiary or to others. Always interact with children with the presence of their parents or caregivers Always respect a refusal of treatment. PERSON QUALIFICATIONS Qualifications, experience and competences High School Diploma degree 2 years’ experience in community work Proven skills in community mobilization and sensitization Practical experience in community-led development and participatory methods and tools, research Sensitivity to cultural and ethnic differences and the ability to work in a context where community sensitivities and tensions may exist Committed to Equal Opportunities (e.g.: gender, race, disability, ethnicity) Diplomacy and good interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of priorities.
