II. BACKGROUND INFORMATION/OBJECTIVES
Women Program Center - Sanabil Elderly Program
As of February 2012, UNRWA launched a camp improvement plan in Rashidieh in partnership with local community representatives and active NGOs, CBOs and youth groups. Through interactive participatory need analysis processes, care for the elderly and further mobilizing community participation emerged among the camp’s top priorities. A closer look at refugee communities will find that the elderly are among the most vulnerable and neglected age groups in the camp. Until the “Sanabil” project started, there was practically no consistent program for elderly refugees, only short-term seasonal projects that mostly engage them in cultural or leisure activities and even more rarely projects that are low-key medical in nature. The wide participation rate and voiced feedback are a clear indication of the need for the elderly for specialized attention and a breathing space. Protecting the rights of the elderly is then a major challenge in refugee camps; a challenge that requires comprehensive planning to understand and integrate their physical, psychological, social and environmental wellness within a framework that takes advantage and further empowers the above-mentioned asset of networking between local organizations and young volunteers.
Sanabil Elderly Care Program is implemented by the Women Programme Centre in Rashedieh under the umbrella of the Women Programme Association and has progressed to become an agile project with a set of multi-layered wellbeing programs - psychological, social, cultural and recreational – which have been met with positive reception and large interest by the target group, the elderly. The multidisciplinary Sanabil team has taken large steps towards giving this group the support and care they need and have tried to build effective cooperation and resource exchange channels with NGOs and related service providers. The project is accomplishing its objectives with an approach that aligns with the participatory and context-specific creative planning mindset of the Camp Improvement Plan Working Group, which is monitoring and supporting it. Sanabil is the only project that is working rigorously to benefit the elderly of the community from all possible perspectives in the best possible way; Sanabil works directly with the elderly and simultaneously spreads awareness towards a more embracing environment through intervening within their families and other places that elderly go to as well as with organizations active in volunteering and advocacy.
The Women Programme Association has applied for new funds for the Sanabil project and was granted funds through the German Development Cooperation. The team is in need for technical support, in particular in the field of organisational development and fundraising.
III. FUNCTIONS
Facilitate strategic and operational planning for WPC/Rashedieh in close cooperation with project coordinator and team. and monitor the implementation of the projects throughout the year
Supervise all implemented projects including finance, accounting, human resources, external relations and the project coordinators, who supervise the technical team and coordinate all activities.
Ensure the existence of procedural manuals for specific project tasks and their coherence with WPA rules and regulations
Act as key focal point for partners and ensure that all programming, financial and administrative matters related to the project are transparently and effectively and managed.
Ensure timely preparation and compilation of Sanabil annual report in accordance to strategic and operational plan and prepare specific reports as needed by WPA management or donors.
Research and identify potential funds for WPC and its project Sanabil, prepare project proposals and concept notes to donor organizations as well as results-based reports and other relevant project-related documents for a) resource mobilization, b) partnership building, c) reporting.
Plan, organize and participate in transparent tender bidding procedures.
Participate in transparent and competitive selection and recruitment of respective project staff.
Represent Sanabil project, vis-a-vis international organizations, donor organizations, as well as national government and non-governmental institutions and build professional relationships with local, district and authorities to regularly inform all stakeholders and ensure the full participation of the community in the identification, planning and execution of Project activities.
Plan, organize and participate in transparent tender bidding procedures.
Manage the timely transfer of project deliverables, documents, files, equipment and materials as per the standards WPA and donors’.
Ensure establishment and maintenance of proper electronic and paper filing systems.
Perform other duties that may be required by WPA senior management and relevant donors.
IV. RECRUITMENT QUALIFICATIONS/COMPETENCIES
Education:
¨ Bachelor degree or equivalent in international development, social sciences, public administration or other relevant field
Experience:
¨ 5 years of relevant work experience
¨ Managerial experience in the field of development cooperation including grant management
¨ Proven ability to communicate with donors and international organisations and to draft, edit and produce written proposals and results-based reports
¨ Proven experience working with civil society and international organizations
¨ Experience in the usage of computers and office software packages (MS Word, Excel, etc.)
