Who we are: Solidarites International is an international humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects. Whilst fully respecting the assisted populations’ customs and culture, SolidaritesInternational’s programmes are implemented through the joint expertise of around 180 expatriates and 1500 local managerial staff and employees. Solidarites International is currently present in Africa (Central African Republic, South Sudan, Kenya, Somalia, Mali, Niger, Mauritania, Chad, Democratic Republic of the Congo, Ivory Coast), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar and Pakistan), in the Middle East (Syria and Lebanon) and in Haiti. MISSION Goal / Purpose: Under the direct supervision of the field coordinator, the liaison officer will be in charge of liaison activities between the SI programmes and the municipalities and other stakeholders.   Responsibilities: General responsibilities To maximise the understanding of SI programming and mandate by local authorities and service providers. To establish and maintain functional relationships with municipal authorities in Beqaa where SI has programming activities. To encourage stakeholders’ involvement in committee project and activities. To ensure that SI programmatic needs are communicated to municipal authorities according to the directives of SI management. To communicate the needs and issues facing the municipal offices where SI works.   Action-related Responsibilities Accompany the field coordinator or any relevant staff member to meetings with authorities, suppliers, armed forces. Report on issues arising in the field related to SI programming. Assist with municipal trainings related to community mobilisation programming. Provide written accounts of interactions with municipal officers. To be aware of SI programming in order to provide briefs to members of the community when necessary. Ensure follow-up with regard to action items from meetings with municipalities. Trouble shooting and/or investigation of issues arising from SI programming activities. .   Task Description:   Service provider and local authorities’ liaison Insure liaison between refugee committees (Community WaSH Committees and Site Management Committees) and local authorities and service providers; Plan, organise and conduct trainings with committee structures at the municipality level; Create close contact network with all service provider and case manager operating in the area of intervention (local NGO, GoL structures (MOSA Social Development Centers), international humanitarian actors, etc.); Promote that one should always liaise with committee members. Develop and update 4-W for SI teams, refugee committees and local authorities; ensure distribution to SI teams for dissemination.   Monitoring of activities and Reporting Share formalised information and progress regarding municipal matters with the SI teams on a regular basis.   Other responsibilities and tasks within the framework of this position may be assigned in the course of the project by either the field coordinator or programme manager.   ORG CHART POSITION (reporting and functional relationships) Line manager: Field coordinator Line report(s) on base: N/A Functional manager: N/A Functional report(s): N/A
