Community Empowerment And Child Protection Expert (Unicef 2017 Pca)

Job overview: Under the supervision of the Program Manager and in collaboration with the Project Managers, the Child Protection and Community Empowerment Expert is technically responsible to design and supervise the Focused and Community Based Psychosocial support activities conducted in Mount Lebanon and North Bekaa.  Major Responsibilities: The Child Protection and Community Empowerment Expert will be responsible of: Provide technical guidance and direction for effective planning, implementing and monitoring of Focused PSS activities provided to vulnerable children/adolescents and their families in North Bekaa and Mount Lebanon; Design and supervise TDH IT Community Based intervention (Community based PSS activities, CP Committees, focus group, awareness sessions), ensuring a direct participation of the beneficiaries in the planning of the activities; Support the Case Management Specialist in ensuring the compliance of the CM service with CP and CM standards; Support the Project/Programme Managers and M&E Coordinators in developing a monitoring and reporting mechanisms on a variety of levels e.g. formal data collection, qualitative measures for programme development, information for donor reports, etc; Conduct regular field visits to monitor implementation of activities, identify opportunities and constraints and any adjustments needed including staff training; Develop training programmes and assist in capacity building for staff and partners, possibly in priority thematic areas such as CP, psychosocial support, community resilience, Case management; Supervise and be the technical reference of the Child Protection Officers; Support the PM in the organization of staff meetings; Promote strategies of self-care through group or individual supervision Develop effective tools to enhance the quality of the CP programs and to monitor the implementation and achievement of CP objectives’ set, including support the development of toolkits and manuals; Support front liners in assessing the needs of beneficiaries and contribute to the establishment of a referral system. Liaise with other agencies/NGOs/government bodies/donors to ensure coordination, implementation of common standards in the field and consideration of protection issues in assistance programs; Participate to CP Working Group meetings (national level and regional if required) and PSS Committee; Coordinate with the other TDH IT CP Experts working in MENA region, enhancing the coordination at technical level, the standardization of the tools developed or to be developed and supporting  capacity building of TDH IT staff in the region Assist in project planning and proposal writing Any other task relevant to the position. Ensure the compliance with child protection standards and PSS Committee guidelines during the provision of the psychosocial support activities; Monitor the compliance of the staff with TDH IT Child Protection Policy and report any breaches to relevant management;    Key Working Relationships:  Position Reports to:  Programme Manager Technical reference/Indirect Reporting: TDH IT CP Advisor Collaborates with: CM Supervisors, Project Manager, CM Specialist Other Internal and/or external contacts: Internal: other members of the Case Management and PSS team and members from other TDH IT programs in the field   External: local partner –Other NGOs/INGOs    Required Profile:  Education / Training Master’s Degree in the field of Behavioural and Social Sciences (e.g. Clinical Psychology), preferable in Social Work Trained and well knowledgeable of Interagency Guidelines for Case Management and Child Protection (National CM SOPs mandatory), vulnerability assessment; Trainings on GBV response is a plus; Security and hostile environment are a plus;  Professional experience At least 3 years of professional work experience at national level in the field of child protection at technical level. Demonstrable understanding of humanitarian response, coordination mechanisms, humanitarian reform and action. Substantial experience in emergency and post-crisis environments Strong experience in community based protection activities  Knowledge & skills and Required Personal Characteristics (fitting into team, suitability for the job and assignment/mission) Willing to travel often among the two areas of coverage (Mount Lebanon and Bekaa). Driving license required Ability to formulate strategic documents for programming, engagement, and coordination involving organizations and Government. Experience in and knowledge of the Syrian situation and response is considered a strong asset. High-level of communication skills, including ability to speak formally, negotiate, demonstrate tact and diplomacy, and advocate for child protection issues with humanitarian community and authorities. Experience in building capacity of teams and staff. Fluency in English, and Arabic. Commitment to the aims, principles and values of TDH IT. Ability to work well in a team, under pressure and in response to changing needs. Ability to deal with difficult, often frustrating work situations A very high sense of discretion and integrity when dealing with child protection cases High degree of responsibility, of taking initiatives, of having emotional stability, The ability to prioritize a heavy workload and to delegate accordingly, and under culturally sensitive situations Self-motivated, flexible and adaptable to the needs of the team and organization Strong commitment to support/develop capacity of local staff Team player/leader Problem solving and leadership skills
