DIGITAL OPPORTUNITY TRUST LEBANON - JOB DESCRIPTION  Program Manager   OFFICE: Beirut AREA: Beirut with field visits on a national, regional/international level REPORTS TO: Country Director    Organization: Digital Opportunity Trust Lebanon (DOT Lebanon www.lebanon.dotrust.org) is a Local NGO, member of the DOT networks in countries throughout Africa, the Middle East, Asia and the Americas. DOT transforms and supports young women and men, as they become leaders of economic and education change in their societies.   Position Description: As a program manager, your main responsibility is to lead the delivery of all programs and projects; s/he will be responsible for overseeing the management of DOT Lebanon’s 4 areas, providing day to day support, coaching and direct line management to the Area Managers responsible for each of the area of operations. He/She will manage the 2 portfolios Education and Entrepreneurship. The position also plays an important role with regard to Program Design from designing the concept notes/proposals or supervising the work of a Design consultant/employee.   Your key responsibilities and accountabilities will include: Program Management Ensure that operations across the country projects are delivered as economically as possible, with the optimum possible use of human knowledge and resources available within the DOT network Support in the development of the Annual Workplan and ensure the AOP is communicated with its deliverables to the field team Ensure that all projects remain within the remit of its initial design, and propose, and to prepare any amendments when necessary Support project teams in the fulfillment of their duties according to program design. Ensure that appropriate systems and plans are in place for dealing with emergencies Support in the planning and implementation of the DOT TU! And RU! trainings Ensure that teacher facilitators/DOT coaches are consistently fulfilling their roles, completing program delivery tasks and achieving milestones while developing and applying the skills they need to drive successful implementation of the DOT programs in their communities Monitoring and Evaluation Support in the design of a project concept or proposal, and when necessary take the lead on the process with the support of local team members or consultants. Support in the establishment and enhancement of systems and standards for the monitoring and evaluation of the project in compliance with every donor Review the internal and external reports prepared by the Program Officer Lead the weekly meetings with the senior team and the quarterly meeting with the field team Staff Management / Human Resources (HR) Oversee the hiring of Area Managers and Teacher Facilitator/DOT coaches with the input of the Country Director and Finance/Admin. HR Manager and provide them with proper orientation and support to the team Oversee the performance of staff within the Operations team to ensure that they have the necessary knowledge and capacity relevant to their role Train/Coach Area Managers on DOT curriculum ongoing updates Determine training needs for the field staff; Coach and manage Area Managers and their teams of Teacher Facilitator/DOT coaches in various areas such as but not limited to: proper delegation, empowerment, clear segregation of duties, communication, admin, M&E, etc. Business Development/Fundraising Actively identifying and tracking relevant collaboration, partnership or funding opportunities through the initiation of contacts with relevant stakeholders Support the Country Director with the reading and revision of RFPs, while setting a workplan for the development of the required concept or proposal. Act as the liaison person between DOT Lebanon and major stakeholders Act as representative for the DOT Lebanon in front of external partners and in various co-ordination forums and/or meetings.   Position Qualification & Skills Requirements: Minimum of master degree in the field of education, social sciences, or development Must have at least 10 years’ experience in the education or development work Solid experience of project cycle management, ensuring the delivery of high quality programs Strong negotiation, advocacy and communication skills Provide high quality supervision, line management and support to staff Provide leadership and coordination in planning, and monitoring and evaluation Outstanding organizational and time-management skills. Excellent managerial, coaching and leadership skills. The ideal candidate will be a proactive and efficient multi-tasker. This candidate can work independently in a fast-paced dynamic working environment.
