Senior Human Resources Assistant

Under the overall supervision of the Head of Office and the direct supervision of Resource Management Officer, the successful candidate will be responsible and accountable for providing necessary support to human resources functions of IOM Beirut mission and hub/satellite offices. Provide human resources support for IOM Lebanon, Beirut and sub-offices. Serve as the mission’s HR focal point; implement policies, procedures and activities as directed. Ensure that human resources/personnel policies are followed in accordance with the established rules and guidelines; Oversee the recruitment and selection process for all national staff; and Coordinate with PMs and PAC for classification of Terms of References Serve on interview panels for international staff for mission, prepare necessary documentation, i.e. CAF narrative, HR action forms, etc. and coordinate with REC. Oversee the orientation of newly joined staff members; Ensure the accuracy and oversee documentation pertaining to national staff,e.g., personnel actions, appointments, extension of appointments, separations, promotions, advancements within grade, annual/sick leave and dependency allowances;  Prepare the mission's HR PRISM Payroll for all IOM Lebanon Staff, and oversee payroll consolidation with Finance department. Ensure that monthly reports, such as PEF, MSP and CP, are accurate, consolidated and submitted to the Field Personnel Unit Manila in a timely manner;   Oversee maintenance of personnel files, attendance records of national and international staff, consultant and interns Responsible for PRISM HR Organizational Management (OM). Updates to the organizational structure and check data to ensure consistency and accuracy. Assist the RMO in analyzing and resolving HR issues/complaints in the mission through fact based information and best practice sharing. Oversee the process of separation documents for national staff including preparation and issuance of  the separation notices and non-renewals, coordinating with PAC the submission of the separation clearance forms and staff entitlements before releasing the final payment; Act as a focal point with General security and oversee preparation of any needed documents for their visa applications and residency for international staff.  Ensure and verify payments for hourly daily staff and consultants are accurate and paid in a timely manner. Act as focal point for PSEA (prevention of sexual exploitation and abuse). Conduct training for all staff members. Act as focal point for the OMT of UN common system. Participate in monthly meetings of OMT and submit minutes to COM and RMO.  Be attentive to staff member grievances, and alert senior management of accordingly; assist and provide support to staff and managers on HR matters, policy and procedures; liaising with RO and HQ when needed.  Perform any other duties as may be assigned

a) Bachelor degree in Business Administration;
b) 5 years of relevant experience;
c) high level of computer literacy (MS Office Word, Excel and Outlook) in particular experience in computerized accounting systems including SAP application
d) experience in liaising with gov. authorities
e) previous experience working with IOM or with UN specialized agencies an advantage
f) Knowledge of staff rules and regulations, staff entitlements and benefits.
