Funding And Reporting Officer

OXFAM PURPOSE: Oxfam in Lebanon is a complex programme of longer-term partnerships with Lebanese municipalities and communities, gender and women’s rights organisations and Palestinian partners, overlaid by the Syria crisis humanitarian response. The programme currently focuses on Humanitarian response to the refugee crisis (WaSH, Protection and Cash), but is also expanding to longer-term programming in Gender & Justice, Economic Justice, and Active Citizenship & Governance. The country programme currently has an annual budget of around 6 M GBP, and works with a diversified portfolio of private and institutional donors. TEAM PURPOSE: In full collaboration with the Country Programme team and with support from the Syria Crisis Response and MECIS Regional / PFD Team in Oxford, raise funds for Oxfam's programme in Lebanon. To develop and maintain good quality and consistent relationships with donors; To ensure high quality contract management: To effectively support programme teams to develop and plan concept papers, proposals and reports in accordance with country strategy and donor requirements.   JOB PURPOSE: To support the Country Funding Coordinator in grant management for Lebanon programme. To support and capacity build the programme teams and country office in planning, securing and managing restricted funds. To ensure that governmental and institutional donor procedures and processes are adhered to.   DURATION:  6 months starting 9th January 2017 REPORTING LINES:   Post holder reports to Country Funding Coordinator                  Staff reporting to this post: None.   BUDGET RESPONSIBILITY: None.   Job Responsibilities:   Internal Coordination Respond to affiliates funding queries and share information about the Lebanon funding situation with relevant stakeholders on a weekly basis. Ensure information related to the Lebanon programme is uploaded on Sumus on a timely basis so affiliates can have access to the most up to date information when required.   Reporting and management of restricted funds Supports staff and partners in ensuring compliance with Oxfam and donor requirements on the use of restricted funds, including budget monitoring, amendment requests and timely flagging of problems. Supports/leads on the development, review and submission of high quality financial and narrative reports, ensuring consistency, accuracy, clarity and timely submission in compliance with Oxfam policies and procedures as well as donor contractual requirements. Works with programme and finance staff to continuously improve the quality of Oxfam's reporting. Supports the Country Funding Coordinator with communications to donors including responding to information requests, income tracking, contract amendments   Information and systems management Has responsibility for managing the CRIMSON system as the main tool for donor contract management. Maintains up to date allocation, income, reporting and other contract records on CRIMSON. Maintains restricted funding information systems and records on donor contracts and income data on the shared drive, OPAL and hard files. Support the Funding Coordinator to collaborate with finance staff and the OPAL Focal Point in country to align CRIMSON allocations, OPAL budgets and PeopleSoft expenditure, ensuring that all variances are rectified in a timely manner.. Maintain up to date donor log, reflecting donor engagement meetings and other relevant information. Provide training and support to programme and other staff on the use of CRIMSON. Contribute to regional monitoring reports particularly on compliance and system maintenance issues.     SKILLS AND COMPETENCE:   Essential: Experience-based skills in planning for, securing and managing funds from institutional donors, such as EC, ECHO, Irish Aid, GAC- DFATD, and UN agencies. Good understanding of Project Cycle Management in emergencies and development contexts Sound skills in capacity building in relation to fundraising, donor contract management and programme development Excellent communication skills in English – both written and verbal Excellent attention to detail and experience of editing documents Good administrative and numerical skills Ability to manage her/his time effectively. Willing and able to adapt priorities in order to respond to changing demands. Self-motivated, target-driven and able to take initiative Highly developed interpersonal, influencing and relationship skills.   Desirable: Good understanding of the Lebanon and Syria Crisis context Arabic language skills is a plus Existing understanding of Oxfam’s fundraising and contract management systems and procedures.   This job description is not incorporated in the employment contract.  It is intended as a guide and should not be viewed as an inflexible specification as it may be varied from time to time in the light of strategic developments and following discussion with the post holder.
