Environment Field Expert

 JOB SUMMARY An Environment Field Expert is required to assist T.E.R.R.E.Liban team under BALADI Program in ensuring the compliance of all program activities within USAID environmental Procedures (22 Code of Federal Regulations part 216 - 22 CFR 216) following BALADI Initial Environmental Examination (IEE) recommendations.   BACKGROUND The USAID BALADI project is a five-year program that extends from September 2012 until September 2017. It seeks to encourage innovation in service delivery by local governments. This project is implemented by Caritas Lebanon in nine Lebanese districts in partnership with T.E.R.R.E. Liban. It sponsors an in-kind competitive grants program that responds to governance and economic opportunity needs. All planned activities under this project should be compliant with USAID rules and local regulations.   TASKS AND RESPONSIBILITIES Work in close collaboration with the Environmental project officer EPO to identify the needs required for successful delivery of project results and ensure that all planned activities are in accordance with BALADI rules and regulations(as per BALADI’s environmental manual); Ensure that BALADI’s planned activities follow USAID environmental compliance procedures (22 code of Federal Regulations Part 216 – 22CFR 216) as per the USAID Initial Environmental Examination IEE; Identify any potential impacts of BALADI’s financed activities and integrate appropriate environmental safeguard measures (mitigation measures) prior to final decisions and approval of sub-grants; Perform weekly field visit schedules in coordination with the EPO; Conduct regular field visits to the target areas and fill individual Environment checklists to ensure proper implementation of the mitigation measures as per the Environmental mitigation and monitoring plan; Prepare and regularly consolidate the field visits plans for the project; Ensure proper communication with BALADI’s sub-grantees; Organize arrangements for the logistical requirements such as trainings, workshops, and other project activities; Assist external consultants and experts in their tasks upon the request of the EPO; Coordinate logistical arrangements for all field and partner meetings; Assist the EPO in setting and finalizing technical reports (progress report, annual report, Environmental checklists, ERAC etc.) and other information; Provide training sessions to BALADI Caritas Lebanon staff, grantees, subcontractors and counterparts on the cooperative agreement’s environmental requirements and train local counterparts on how to sustain environmental compliance for the project activities.   JOB TERMS Up to Five days consultancy per week   EXPERIENCE REQUIRED / JOB RELATED SKILLS          ·            Bachelor degree in Environment and Public health/ environmental Engineering or related disciplines          ·            At least 5 years of similar experience in relevant field is a must.          ·            USAID Experience is preferable (Environmental Compliance Procedures – Code of Federal Regulations 22CFR 216)          ·            Attention to accuracy and detail required          ·            Able to perform under tight deadlines          ·            Ability to plan, organize, prioritize, coordinate, multi-task, meet deadlines and work with attention to detail.          ·            Excellent knowledge of English and Arabic; French is a plus          ·            Excellent reporting, communication and interpersonal skills          ·            Good computer applications skills.
