Wash Deputy Program Manager - Construction Specialist

GENERAL RESPONSIBILITIES In coordination and under the supervision of the WaSH Program Manager, the WaSH Deputy Program Manager and with the technical support of the WaSH Coordinator, S/he is responsible will be in charge of all technical activities related to construction and will ensure the efficient and smooth implementation of the WASH projects in ACF targeted areas.  Designing, calculating and implementing all the WaSH related construction activities at field level  Ensuring quality of the work at field level  Monitoring as needed  Supervising skilled and unskilled labour, ensuring that the work abide by international standards and that payments are done in time  Supporting ACF objectives and initiatives as needed DETAILED RESPONSIBILITIES AND TASK Objective 1 : Programming Carry out (participate) in technical assessments at field level *** Design and supervise planned wash construction related activities in the assigned sites, such as extension and rehabilitation of water networks, water reservoirs, rehabilitation of pumps and water tanks, sewage systems,etc. *** Implement and monitor day-to day activities in collaboration with the skilled and unskilled labour. Prepare regular reports on the progress of construction for the assigned sites *** Ensure the quality and quantity of material at field according to way bills. *** Ensure work complete as per work plan and schedules *** Resolve the conflicts on construction site. Issue and sign the work done certificates as per ACF design *** Ensure the quality of construction work *** Hand over the WASH infrastructure to local municipalities *** Monitor the contractors work including the work plans and quality of work if needed *** Ensure safety procedures and rules are respected in the field by all workers *** Represent ACF with different community stakeholders at field level *** Maintain good communication with beneficiaries and partner organizations on the field. Objective 2 : Team Management Supervise and mentor the staff under his/her supervision as well as partners *** Participate in staff training, helping to build technical capacity of staff, operators and partners in the area of WASH and FSL *** Mentor and coach colleagues and team members, building their capacity to obtain high quality results and impacts *** Helps to develop and execute context-specific solutions to improve collaboration, coordination and performance *** Ensure the good respect of working conditions while in office or in the field, especially the respect to ACF code of conduct and standard operating procedures for the area of operation and safety rules on the construction sites *** Ensure staff appraisals are conducted and together with the WASH Program Manager, identify staff training needs and follow up for appropriate action with the WASH Program Manager, with recommendations for training and other capacity building measures. Objective 3 : Finance and Administration Organize day-to-day logistics, administration, and personnel activities *** Manage all related program equipment and materials in close consultation with the logistics/supply chain officer *** Maintain and ensure proper Project asset register Contribute to the supervision and control of expenses related with the activities of the project (procurement planning) *** Ensure the application of the log/kit forms and procedures pertaining to the supply chain, procurement, transport/movement *** Supervise specific project (s) budget forecast and follow up *** Participate in the design of new budgets. Objective 4 : Reporting Report the progress of the work to his /Her inline supervisor and material used ***  Report possible problem or conflict during the activities *** Report weekly activities and transportation needs *** Contribute to Projects and beneficiaries data collection and reporting *** Regular reporting to WaSH Program Manager and Head of base. Objective 5  : Security Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols *** Communicate to the security managers of the working location any security related information or noncompliance with the security plan. Objective 6 : Support to ACF humanitarian goals Support emergency interventions, as per the employee's capacities ** Support any activity that helps achieving ACF humanitarian goals, as per the employee's capacities. REQUIRED SKILLS, EXPERIENCE AND ABILITIES Dynamic, good team player, result-oriented and professional humanitarian aid worker with experience of WaSH interventions, preferably waste management interventions A problem solver, with a flexible mindset and the ability to deal with practical WaSH emergency solutions and to think strategically. Key requirements include : Technical knowledge in implementing WaSH emergency interventions / Significant experience in working with local partners, government bodies, IGNOs and donor agencies / Excellent knowledge of the project cycle management / Strong staff management and leadership skills / Ability to identify possible new activities and elaborate proposals for new projects, as well as the ability to report adequately to line managers At least 2 years experience in designing and implementing waste and/or wash management project in development and/or humanitarian project (with ACF network preferably). Experience in cash for work and livelihood will be an asset Excellent knowledge of waste management and other certification in WaSH infrastructure and experience Must have demonstrated skills/knowledge in participatory approaches, analytical and gender thinking and wriing Ability to express clear ideas to various types of people is essential Computer skills : Microsoft Office, especially Excel and Powerpoint
