About Terre des hommes Lausanne Since its creation in 1960, the mission of Terre des hommes (Tdh) has been to come to the aid of children in need. It endeavors at all times to defend the rights of children, in times of war and natural disasters, or in less publicized situations of distress. Today, the Terre des hommes Foundation is a significant force among children’s aid organizations in Switzerland and throughout the world. Tdh has development projects and emergency relief programmes in more than 30 countries in two core areas: healthcare and child protection. Every year, Tdh offers sustainable solutions and a better future for over one million children and their relatives.   Context: Implementing development and emergency response Child Protection projects in Lebanon since the 1970’s, Tdh started activities for vulnerable children and their caregivers affected by the Syrian Crisis in South Lebanon from 2012. Over the past year Tdh intervention has reached over 28,000 beneficiaries and in 2016 onwards the organization will strengthen its integrated Child Protection and Gender Based Violence program. The project implemented in two districts of South Lebanon (Tyre and Saida) include psycho-social support services including case management, awareness raising activities, distribution of relief items and capacity building of local governmental and civil society actors in the field of CP and GBV. The project is implemented in close collaboration with national and international humanitarian response stakeholders   Job description: Provide projects with technical support (collaboration with project managers, area leaders and operational teams, support / participation in training players)Design intervention and activity programmes and coordinate their implementationDevelop a regional dynamic both within Tdh (links between Tdh projects and delegations in his/her field) and externally (regional partnership, working in a network, centres of expertise and working groups, etc.) The GBV Officer must ensure that GBV is a cross cutting topic among all programs. Contribute to the development of the delegation's intervention strategies alongside the Head of Delegation, the coordinator and project leaders  Make sure that the Tdh policy strategy and policy are implemented in his/her field Control the strategic plan, operational plans and logical frameworks of the different projects Identify and share information, research, best practice in the projects and the relevant tools used in his/her field with the programme coordinator Initiate discussions on improvements to be made in his/her field Communicate and collaborate in accordance with the communication contract and participate in implementing it Exchange information with his/her line manager on a regular basis and assist with circulating information following normal communication channels Support facilitators in the accomplishment of their different activities Help develop synergies within the delegation Participate in technical manager meetings Together with area leaders, define intervention methods according to the specified objectives Bring forward proposals in his/her field of activity Be responsible for his/her own continuing training to develop his/her skills Identify the training needs of the project teams in his/her area of practice Take part in training sessions and extraordinary meetings initiated by superiors Suggest training modules in collaboration with the project leaders Develop appropriate tools and training modules Lead training sessions for project teams Continually identify any new guidance requirements for the teams Organise training on the tools and techniques connected with his/her field Proactively advise and support area leaders and colleagues Demonstrate listening skills, flexibility, self-control, analysis and reasoning in situations Share and, if necessary, create planning, monitoring and evaluation tools which can be adapted to different projects Help the teams to use the tools and develop them further Draw up the budget for the action plan Adhere to current budget guidelines and the budget, and ensure they are followed Carry out all the administrative activities relevant to his/her mission Adhere to current administrative and logistical regulations and procedures and ensure they are followed Identify positive and innovative experiences in the zones and share them with his/her peers and line managers In general, make sure that a positive and professional image of the Foundation is conveyed. In particular, ensure that the Foundation's mandate, ethics, values and views are followed in relation to third parties. Represent Tdh at strategic meetings in their field of intervention Work with the government structures and other players involved in his/her field of intervention If necessary, build up a relational network with the other NGOs which operate in the same field of activity Produce/assist with publications, media activities in collaboration with his/her peers and the Head of Delegation Create external communication tools Draw up the monthly and annual activity reports Provide an analysis and follow-up of the outcomes of the intervention projects with suggestions for adjustment where necessary Ensure GCP standards are followed in implementing the the project Support the project leader in using proper methods for collecting project data In his/her professional activities, adhere to the values defined in the strategic plan: commitment, expertise, integrity and self-reliance Work in different cultural backgrounds and in difficult situations, deal with confrontation due to differences (intercultural) Comply with the Child Protection Policy, Safety Policy and Anti-Fraud and Corruption Policy Report any breach observed in the framework of this policy during his/her professional activities both as regards the proven or suspected offence and a preventive breach. Be available to carry out any other tasks deemed useful by his/her direct manager Ensure GBV prevention and response is adequately addressed across sectors and humanitarian interventions. Work with Tdh partners and staff to implement mitigation measures to better protect children. Closely coordinating with relevant staff on S/GBV protection issues. Conduct Field Visits on weekly basis as advised by the line manager. Coaching the case managers team in their S/GBV prevention and response activities. Following up on the progress of the S/GBV prevention and response plans Provide technical support to maintain high quality inputs and outputs in the GBV in program implementation. Manage and assist in implementation of work plans for GBV related activities in coordination with project manager and the area managers. Ensure proper documentation of case management/GBV cases, develop GBV data base. Ensure that the case management system  applied by Tdh social workers in line with the interagency guidelines . Conduct and/or attend tdh case management meetings related GBV at least ones a month. Prepare and conduct trainings and capacity building programs for Tdh staff and partners on GBV. Attend the area and national interagency GBV coordination meetings, share the result of the meeting with tdh concerned people. Develop in coordination with the Training and development officers tools and materials needed for GBV.
