Project Coordinator: ‘Rights To Equality In Middle East & North Africa’

Job Reports to: Line management with SIDC Programs Coordinator                                Project management with Alliance Secretariat Lead: Contracts     Introduction The “Rights to Equality in the Middle East and North Africa” project is a 24-month initiative led by AIDSFree consortium partner the International HIV/AIDS Alliance with partners in Lebanon, Morocco, Tunisia and Algeria as well as regional allies and stakeholders. It focuses and expands on the rights based work that the partners have engaged in previously and the beneficiaries reached previously.   The aim is to create a sustainable mechanism for HIV-thematic organizations working with LGBTI, migrants and refugees and PLHIV, as well as LGBTI and PLHIV grassroots organizations, to facilitate referrals to appropriate, non-discriminatory health services and generate human rights-based evidence. This evidence will inform individual emergency responses, facilitate access to justice, and inform human rights programming and engagement with decision makers. The project also incorporates a regional learning and sharing element which will include support to the development of a regional community of practice focusing on rights and key populations including partnership building, knowledge sharing, data collection and analysis.   Profile:   You are a committed team member with a clear focus on team objectives. You will have experience of programme delivery and working with multiple partners. You are familiar with donor compliance processes and show a clear understanding of risk management and mitigation. You facilitate effective communication and coordination across project stakeholders. You are comfortable working in a matrix management environment.    Main function:   The Project Coordinator is responsible for the delivery of the ‘Rights to Equality’ project objectives in accordance with the USAID funded AIDS FREE strategy and implementation mechanisms.     The Project Coordinator supervises timely delivery of outputs for the achievement of the project and is directly responsible for the implementation for the in country and regional activities of the project. He/she ensures that national implementing partner organisations are supported to carry out the project activities with appropriate quality; and where relevant are supported for country level and regional capacity building, knowledge sharing, in order to develop the different platforms of the project. The Project Coordinator monitors partner’s financial spend and reporting and ensures all donor requirements are met.   The Project Coordinator works closely with both SIDC’s Programs Coordinator and the Alliance’s Lead: Contracts on all aspects of project planning and delivery.    The regional Right to Equality project relies on decentralised activities that are implemented and supported by a range of people and organisations.  Therefore, the Project Coordinator needs to also work in collaboration with staff of SIDC, the wider Alliance Secretariat, implementing partners as well as other regional programme partners.   The Project Coordinator represents the regional project to other staff in SIDC and the Alliance Secretariat and externally when required, ensures effective knowledge sharing related to the regional project and develops and maintains professional relationships with programme partners.   Travel: Regular travel, particularly in the region (at least 4 times per year)     Responsibilities:     PROJECT DELIVERY AND QUALITY ASSURANCE   Objective: High quality regional project efficiently and effectively delivered against the Right to Equality project objectives   • Support partner organisations to successfully deliver project activities on time, to quality and within budget • Support partners to ensure they have clear and agreed work plans and budgets for their regional project activities, and oversee implementation according to the monitoring and reporting framework. • Directly manage delivery of regional activities in collaboration with partners • Regularly monitor in country project implementation, financial performance, and compliance with donor and organisational policies and procedures; and submit reports as necessary.   • Monitor overall performance of regional activities, and assist implementing partner organisations in identifying project and financial gaps and proposed solutions. • Review and analyse project data (including data collected through the REAct human rights Monitoring and Response system) and ensure consistency and quality. • Monitor risk within regional project implementation, and work on how to mitigate risk.     COMMUNICATIONS AND KNOWLEDGE SHARING, COMMUNICATION AND REPRESENTATION   Objective: Effective representation, communication and knowledge sharing within and outside the Alliance   • Ensure good communication and coordination within the team of implementing partners, and other partners and stakeholders of the regional programme  • Ensure that appropriate knowledge sharing systems are in place, promote and contribute to organisation-wide approaches to knowledge management • Act as a representative and advocate for the regional project both within SIDC and the Alliance Secretariat and among stakeholders (in particular USAID and other potential funders) when required.     TEAM WORKING   Objective: Effective matrix team working   • Work within a matrix environment to provide ongoing support to implementing partners. • Collaborate with staff of the Project Coordinator’s host organisation, SIDC, and the Alliance in order to facilitate good working and good institutional relationships, while being clear on the separation of responsibilities between SIDC’s organisational priorities and those of the Alliance.     OTHER DUTIES   • Undertake other responsibilities not outlined above which are appropriate for a role of this nature,  • Provide cover, normally at a distance, for other members of the project team during holidays and other absences, as appropriate        Person Specifications  Project Coordinator – MENA- Right to Equality Project     Qualifications, Education, Knowledge Graduate level qualification and/or equivalent experience in public health or social sciences  Experience in promotion of human rights or/and HIV/AIDS issues faced by KP in hostile environment. Post-graduate qualification and/or equivalent experience in public health or social sciences Knowledge of capacity building and participatory methodologies Experience required Work experience in the NGO sector Experience of programme management (e.g. work planning, budgeting, monitoring and reporting) Relevant work experience in the region in broad HIV, health and/or rights programming   Experience in human rights programme design and management  Experience in human rights-related research (primary/secondary research)  Experience of working within a USAID compliant environment  Abilities and Skills required Strong communication skills in Arabic, French and English, including good writing.  Good strategic, analytical and planning skills.  Ability to represent the Alliance and SIDC in front of a wide range of audiences.   Ability to work effectively with multiple partners regionally and remotely  Knowledge of use of data bases and quantitative analysis  Experience of knowledge management, learning and sharing with partners     Travel Able to travel regularly
