Assistant Wash Officer – Noa – Bey109 - Beirut

The Assistant WASH Officer will assist, support and complement the Senior WASH Officer who is responsible for the whole implementation of the WASH components of UNHCR programme, assisted by WASH officers and WASH associates deployed at Sub Offices and Field Offices. In order to ensure wider reach out to the refugees and ensure their close involvement in the delivery and management of the Water, Sanitation & Hygiene (WASH) services, the WASH Officer supports the Senior WASH Officer in establishing an appropriate consultative and monitoring framework which draws the experience and expertise of a wide range of actors both internally and externally. Furthermore, the Assistant WASH Officer is required to support in the formulating of the UNHCR WASH strategy as appropriate project proposals and assistance activities that should be reflected in the Lebanon UNHCR WASH program. The Assistant WASH Officer reports directly to the Senior WASH Officer The incumbent holds a professional management position responsible for provision of expert technical support and advice as well as project management including tendering procedures responsibilities. The incumbent also supports strategic planning and policy making on activities within the areas of water, sanitation, hygiene and related technical sectors as an integral part of UNHCR programme. Responsibility (process and functions undertaken to achieve results) The Assistant WASH Associate will mostly be focusing on the monitoring and follow up of the EU funded Water projects in the North and Bekaa as well as the improvement and rehabilitation of Water and Sanitation facilities identified by UNCHR, the Ministry of Energy and Water and the Water Establishments and the respective Water Establishments. The responsibility includes: A. Project Planning and follow up Support project identification in coordination with MoEW and WE’s Provide project planning and preparation (including all tasks related to tendering) Provide contract, TOR, Scope of Works drafting in coordination with supply unit Provide project management and supervisory and monitoring expertise B. Strategy and Policy Support the implementation of UNHCR’s Strategic plan Help and support the development of new adapted policies and strategies for UNHCR in key aspects of WASH Provide support on the development, review, update and dissemination of internationally accepted standards, policies, and guidelines within UNHCR, and among partners as well as National Organisations, adapt accordingly to the unique situation of UNHCR’s people of concern. Represent UNHCR in relevant meetings. C. Advocacy Advocate on all issues relating to WASH and refugees and other persons of concern to UNHCR both within and outside of UNHCR. Work with others in UNHCR to advocate for access to refugees and other persons of concern to UNHCR to WASH services including support for inclusion of persons of concern in national and regional plans and proposals. Capacity building Facilitate capacity strengthening activities of UNHCR and its implementing/operational partners to address key areas of WASH importance to refugees and other persons of concern to UNHCR; Authority (decisions made in executing responsibilities and to achieve results) Intervene with implementing partners including consultants and contractors on WASH issues Negotiate locally on behalf of UNHCR. Decide priorities in the designing of implementation plan Advise of implementing partners selection Enforce compliance with, and integrity of, all WASH standard operating procedures. EXPECTED OUTPUT Proactively advise on the strategic development of the WASH programme; Produce documents on the plans/proposals of the different projects subject to rehabilitation or any other projects related to WASH; Formulate project submissions, including budget and work plans in collaboration with appropriate authorities, implementing partners and UNHCR program and technical sectors at all levels  Provide technical support to WASH and other technical colleagues and identify the most appropriate solution to the WASH needs together with local authorities and implementing partners; Closely report on all WASH activities and constraints; Initiate activities as advised by the office and your supervisor; Provide inputs into UNHCR-internal sitreps, weekly and monthly reports, donor reports, concept notes, proposal submissions, etc; Support capacity building initiatives so that refugees and other PoCs, UNHCR and its partners acquire the needed knowledge, skills, and sense of responsibility and ownership of programmes. Provide any other technical support to Sub & Field Offices on WASH issues and identify the most appropriate solution to the WASH needs together with local authorities and implementing partners Produce hand over report at the end of mission,

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED. Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
- University Degree in Civil Engineering, Public Health engineering, or Environmental Studies, Hydrology or water resources development
- At least 4 years of experience in water infrastructure projects management including at least 2 years in the private sector.
- Proven ability to deal with multiple tasks in a courteous and service-oriented manner in a demanding working condition that often has short deadlines;
- Contract management, quality control and enforce compliance to standards and accepted practice
- Demonstrated experiences in organising and conducting training activities and information campaign on WASH related issues;
- Proven technical expertise in the area of water infrastructure projects assessment and monitoring including survey, programme implementation, monitoring and coordination of reconstructions projects and programmes ;
- Exposure to UNHCR mandate, its priorities and principles (preferred);
- Knowledge and experience of working with partner agencies and/or consultants and contractors with a capacity to provide formal and informal training.
- Excellent knowledge of English (written / oral / comprehension) is essential.

- Good understanding of building industry, urban planning, site planning , shelter, water resources exploitation;
- Applied knowledge in UNHCR programme management, Project formulation, its programme cycles and reporting standards;
- Previous exposure to UN sectorial approach, preferably both at the global policy level and at field implementation approach;
- Expertise in planning, formulation, implementation, monitoring and reporting on humanitarian operations
- Proficiency in Arabic and French.
