Consultancy: Facilitation Training

Background With the support of the EUMadad Trust Fundthe LEADERS Consortium (composed of ACTED, Danish Refugee Council, CARE, Oxfam, Makzoumi Foundation and Save the Children) aims to contribute to the economic self-reliance, resilience and social stability of displacement-affected populations in Jordan and Lebanon as prioritized by the Regional Refugee and Resilience Plan (3RP). The Programme aims to work towards enhancing economic stability of all displaced and displacement affected populations. The intervention targets 325,000individuals in Jordan and Lebanon, including: Economically vulnerable individuals and households (with a particular focus on women and youth); Existing and scalable private sector enterprises (MSMEs), and private sector associations Marginalized Syrian refugees Municipalities/Cadastres in the most displacement-affected areas hosting refugees Specific objectives include: -       SO1: Improved access to sustainable livelihoods opportunities benefitting vulnerable households and individuals, particularly youth and women -       SO2: Improved economic enabling environment and service delivery in communities hosting refugees   As part of SO2, the Consortium seek to improve participatory collective problem solving and action planning by facilitating local dialogue tables. The dialogue tables will serve as fora to tackle barriers faced by the private sector limiting scale up, expansion and investment, validate research findings including a market analysis and skills mapping, and identify small-scale infrastructure and public service needs that will support increased economic activity and quality service delivery. In implementing local action plans, public and private sector actors will be encouraged to leverage existing networks to identify initiatives that improve the economic enabling environment. As co-leads in this activity, DRC and ACTED will engage with municipalities to build upon existing municipal development and action plans, helping to identify and address problems and obstacles resulting in revised action plans, which include community support projects (CSPs) that will improve local economic development. These actions are expected to increase the involvement of municipalities in coordinating and implementing local development actions and spur constructive engagement with private sector, civil society, women’s associations, local leaders and other members of local support networks. Potential topics of the dialogue tables include: Economic infrastructure investment priorities Basic service delivery improvements Opportunities for private sector and public sector contributions Identifying factors that constrain women’s participation in economic and learning opportunities, and propose solutions to be implemented through CSP investments. Furthermore, the dialogue tables are to serve as a platform to: Tackle barriers faced by the private sector limiting scale up, expansion and investment; Discuss problems and possible solutions identified through project assessments, working groups and focus group discussions, with the aim of mapping out corresponding action points to address them; and Support local private sector, local government and civil society groups in formulating concrete requests from external and upstream stakeholders.   Possible DT participants will include: municipal representatives; Social Development Centers (SDCs); representatives of the private sector; vulnerable actors; civil society actors; local council members; members of unions; representatives of academia, representatives from Working Groups (WGs). They will be selected and invited using criteria that ensures broad representation of key stakeholders including both youth and women representatives. Participants in the dialogue table will be determined through the working groups.   Scope of work   The Consortium requires the services of an experienced consultant or consulting firm to train partner staff implementing Result 2. of dialogue tables. The training should provide staff with the tools needed to design and facilitate a dialogue table.   Geographic focus Project activities will be take place in the following areas: (a) Tripoli city in the Tripoli district; and (b) Mount Lebanon - four cadasters (indicatively in Jdaidet El-Matn, Baouchriyeh, Dekouaneh and BourjHammoud) in Metn district.The training is expected to take place in Beirut or Mount Lebanon. Deliverables The consultant is expected to deliver the following to relevant partner staff: -          Prepare training materials based on the activities and Consortium partner needs. -          Meet with Consortium technical staff ahead of training and to clarify expectations and create workplan agreed with partners. -          Train the partner staff on putting in place a consistent and systematic outline to guide them how to go through the whole effective and comprehensive dialogue process to be convened on topics related to inclusive local economic development, especially for women and youth. -          Train partner staff on facilitationincluding different facilitation techniques and roles and responsibilities of a dialogue table facilitator in addition to providing them with useful facilitation tools tailored for a participatory methodology. -          Staff trained on topics such as participatory and strategic planning, negotiation, networking andadvocacy which will be cascaded to dialogue table participants. -          Assist where needed with stakeholder identification and outreach support -          Submit final report to Consortium   Timeframe The consultancy will last approximately 15 days. Date of initiation: as soon as possible. ESSENTIAL COMPETENCIES: Advanced university degree in the social sciences or humanities for members of the team according to their assigned roles Arabic & English language fluency, both spoken and written A minimum of five of professional experience in local governance Experienced trainer on various topics including stakeholder dialogue, participatory planning, economic development and other topics as needed. Previous experience working in Lebanon and knowledge of localized contexts including North and Mount Lebanon preferred.
