Distribution Officer

This position aims to ensure a smooth and timely implementation of CARE’s Winterization project as per national standard operation procedures, donor agreement and CARE guidelines, under the supervision of the Shelter PM.  Detailed Responsibilities & Tasks Responsibility #1: Project Implementation Play a role in developing project strategies, tools and work plans appropriate to the local context. Support and collaborate with the local partner to perform detailed assessments and technical surveys.. Design implementation work plan with time schedule of the project activities. Organize and lead NFI distribution events. Plan, organize and lead community consultations in order to better identify the communities’ needs.    Work closely with the community leaders, local authorities and partners to ensure that the eligible beneficiaries are reached with the assistance and no overlapping occurs. Responsibility #2 : Liaison   Liaise with partner groups or organizations and foster adequate community participation in the activities.   Liaise with other project departments and give support when needed. Liaise with external actors (local authorities, national/international NGOs, etc.) and ensure participation in inter-agency forums as appropriate.   Responsibility #3 : Logistic & administration Ensure the follow-up and the proper use of materials, tools and assets during the activities; Ensure compliance with CARE administrative and logistical procedures relevant to the NFIs distribution (procurement, transport, etc.). Responsibility #4 : Team Management Supervise and Lead the distribution team. Provide technical support to the team for capacity building purposes. Responsibility #5 : Reporting Collect all information and written/orally reports on the progress of the activities on a daily and weekly basis as per established reporting formats; Report immediately any delay, problem or other relevant information to the WaSH/Shelter Project Manager Competencies : Good knowledge of Basic assistance and/or shelter programs. Sound experience in planning NFI distribution. Ability to build strong, credible relationships with beneficiary groups, international and local NGOs, government associations, communities and partner organizations, including learning and capacity building. Excellent organizational and people management skills, with ability to prioritize tasks and adjust to constantly changing situations while maintaining focus on delivery and follow-through. Excellent teamwork skills, in cooperation with members of other teams and of partner organizations, responding quickly and accurately to queries and issues.   Commitment to CARE’s policies of promoting gender equity and diversity and the interests of marginalized people in all aspects of CARE’s network.
