    Job Description   FUNCTION: Coordinator or Equivalent JOB: Head of Base   Job description Summary :  In his/her capacity as representative of the Foundation, the Head of Base reports to the Country Representative and manages and supervises the projects being implemented with the support and coordination of Project Managers. S/he is responsible for the implementation of the strategy and the development and managerial coordination of the project teams, and s/he has a major responsibility for the project strategies, steering and outcomes. S/he supports and validates the quality of the work done by the teams as regards the Tdh mandate and commitments and international standards. S/he coordinates and develops measures for dialogue and partnership with state, national and international partners. S/he collaborates and coordinates with the CR  for his/her theme for emergencies and the Thematic Advisors at the headquarters to develop and validate the thematic strategy in line with the Tdh strategic commitments, and to carry out advocacy and strategic capitalisation activities.   Requirements: 1. At least 5 years of managerial experience 2. strong leadership skills 3. Bachelor degree is a must, M.A is an asset 4. Demonstrates strong communication skills 5. Experience in reporting Job Description Specifications Strategy and policy: Participate in drawing up strategic guidelines for the country in coordination with the Country Representative, coordinators and thematic advisor: collect the data and analyse the opportunities and the risks Actively contribute to the implementation, monitoring, evaluation and review of the strategy of his/her field of intervention in coordination with Project Managers     Personnel  management / team management   Ensure the communication contract is implemented within his/her team(s) and promoted within the base   Create conditions for a good flow of operational information from base – delegation –- base (verbal exchanges, e-mails, sitreps, reports, etc.)   Lead, train and support, according to delegation, the local employees in collaboration with HR Department     In coordination with Human Resources Department,  assist with the recruitment of local staff: follow recruitment procedures; anticipate recruitment needs, make sure the terms and conditions of the vacancies are adapted or drafted   Periodically appraise the staff under his/her direct responsibility and send the appraisals and recommendations to the HR/Administrator/ Logistics for the country   In coordination with Human Resources Department ,ensure full compliance with the country's HR procedures and regulations (fairness, transparency)   Ensure the nationals  comply with the basic code of ethics   Organise and run regular coordination meetings with base’ staff   Ensure proximity with all the teams by regular trips in the field   Make sure that management tools are being properly implemented by the managers in collaboration with Project Managers     Ensure his/her employees are being managed by objectives (action plan, appraisal interview, etc.)   Develop an open and inclusive outlook, geared towards the human factor, able to convince people to accomplish a task voluntarily and with a good level of motivation (Leadership)   Ensure teams work well together  and resolve the potential conflicts in coordination with the HR Department   Develop base’ staff self-reliance and encourage collaboration       Budget (EN)   Propose the support needs for Saida Base   Conduct a monthly review of the budget with the Finance Coordinator, the Country Representative in collaboration the project managers, in order to direct future spending   Provide financial monitoring and monitor the contracts   Direct the implementation and observance of the terms of any financing agreement   Monitor the overall expenditure commitment and the financial risk.   Administration / logistics and recovery services   Make sure that  regulations and procedures for the base in administrative, financial matters,  and human resources are applied in coordination with the concerned staff   Make sure the base regulations and procedures are drawn up and reviewed in accordance with the provisions in the Tdh HR, Finance and Administration handbook   Ensure that the contracts, regulations and procedures comply with the national laws   Analyse the operational processes in place and analyse their relevance and effectiveness; take steps to readjust them if necessary   Ensure that Tdh administrative and logistical processes and procedures are properly observed within the base   Validate all PSRs and payments for the base as per Tdh Finance and Logistics Modules     Advocacy - Representation - Networking   Represent Tdh before national authorities: participate in official meetings to significantly raise the Foundation's profile with local authorities. Carry out all the formalities required by the government and the other official agencies in coordination with the concerned staff Coordinate, develop and reinforce partnership actions at a national level with the partners in the same activity sector: sectoral working group, clusters, etc. Information / Publications / Communication / Reporting (EN)   Produce publications in coordination with the area to which s/he belongs and the Communication and Fund-raising Dpt. Be responsible for producing reports and ensure strict adherence to the time limits established by the headquarters and the sponsors as well as the reliability of the information produced and the confidentiality of the mission's sensitive information Plan and provide a framework for the drafting of the narrative reports and financial reports In coordination with Project Managers  contribute to the monthly reports (Sitreps) and produce the annual activity reports Project Cycle Management   Ensure coordination and consistency between the different projects and intervention zones (integrated approach, programme vision) Bring specific insight into the notions of the projects' integration and transversality within programmes In collaboration with Country Delegate , assess the needs of the target populations in order to readjust the ongoing projects if necessary or to launch new projects, to ensure that resources are properly tailored   Be available to carry out any other tasks deemed useful by his/her direct manager
