Position Summary: A Project Officer will be responsible for leading the component for Card Replacements, Shop Monitoring, and also supporting the ad-hoc PDMs that are included as an anticipated activity within the project. The Project Officer will work closely with the Project Coordinator to ensure the correct implementation of Card Replacement Distribution, which will include securing the venue (s), ensuring Outreach Workers are recruited and adequately supported with necessary training and instruction, organizing the personnel duties on distribution days, ensuring correct communication with beneficiaries for their attendance at the distribution, ensuring training of staff and outreach workers conducting E-Card Training, and working with the Nutrition Advisor to ensure awareness sessions are provided in an organized way for beneficiaries attending the distribution. The Project Officer will also supervise and guide one Project Assistant for the WFP-Shop Visits and non-WFP price monitoring shop visits. The Project Officer will also directly supervise one Data Entry Assistant who will be responsible for compiling and cleaning all data related to the activities under the Project Officer's purview.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Closely follow up on the distribution for card replacements requests to ensure that beneficiaries are able to continue to access food assistance.
The job holder must ensure that his/her tasks regarding card replacements are strictly in alignment with RI’s internal operating procedures; this includes but not limited to ensuring that the Card Holder provides needed documentation verifying his identity, ensuring that the complaint procedure is well understood and utilized by the beneficiaries on-site;
Obstacles should be directly reported to the Project Coordinator and progress reports should be regularly submitted to the Project Coordinator, or whenever requested;
Act as the point of contact with the beneficiaries in order to answer any of their inquiries and questions in a highly professional manner. The job holder must demonstrate the right attitude, approach and cultural sensitivity while dealing with the beneficiaries which is in alignment with the RI’s Code of Conduct. All beneficiaries are treated with dignity and respect throughout the distribution process;
Follow up on the Shop Monitoring tasks of WFP supported shops. The job holder should implement the monitoring visit in alignment with the standard operating procedure he/she will be trained on; in addition, the job holder will ensure that the needed questionnaire is utilized and properly followed; the job holder will also be responsible for the data collection regarding the Shop Monitoring process;
Follow up on the monitoring the non-WFP supported shops in order to monitor prices and any evolution in pricing over time; the job holder will utilize a mobile tablet and GRASP software, in accordance with the guidelines and expectations of WFP; the job holder will also be responsible for the data collection regarding the Shop Monitoring process;
Supervise the work and deliverables of the Project Assistant and the Outreach workers working directly under the component of Card Replacements, Shop Monitoring and PDM in order to ensure that tasks are implemented in alignment with the standard operating procedures and timeframes; and in order to ensure that the behavioral competencies are in alignment with RI’s Code of Conduct;
Assist in Post Distribution Activities and tasks on a scheduled basis
QUALIFICATIONS/REQUIREMENTS
A solid demonstrated ability to be attentive to cultural sensitivity regarding vulnerable communities;
Detailed Oriented approach;
Minimum of four years professional experience working in field implementation, including outreach, data collection and data management at the Officer-level;
Excellent interpersonal and communication skills
Experience in creating databases via excel;
English and Arabic fluency required;
English writing skills required;
Demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently;
Experience working with refugee populations in emergency response context;
Willingness and ability to travel to field locations in often sensitive areas;
Sensitivity to the extremely vulnerable conditions of the target population, and ability to effectively communicate with beneficiaries and other stakeholders;
Excellent time management skills and resourcefulness with strong attention to detail.
