Junior Engineer (Lebanese Nationals Only)

Background ACTED is an International Non-Governmental Organization registered in France with global operations in Central and South Asia, Europe, Middle-East and Africa. ACTED has been active in Lebanon since 2006 operating mainly in the North and Beirut and Mount Lebanon governorates of Lebanon. ACTED is currently implementing WASH and Shelter activities in BML through an innovative neighbourhood approach. **Please note: This is a local position. Only Lebanese citizens are eligible to apply.** Assignment Under the supervision of the Engineer Team Leader, the Junior Engineer is responsible for the technical oversight and guidance of all ACTED’s shelter field activities. He/She provides oversight in shelter rehabilitations and upgrades and ensuring high quality outcomes. In addition the Junior Engineer, is responsible for drafting technical documents and SOPs and contributing to the country shelter strategy Functions The Junior Engineer shall be responsible for:   Shelter Project Implementation -       Regular monitoring of the project to ensure contractors/landlords complete works as per project requirements and that works meets high quality standards; -       Provision of technical oversight for rehabilitation or basic construction works -       Monitoring and supervising subcontracted works and activities as per the agreement or signed contract with ACTED; -       Assessing the activities undertaken and ensure efficient use of resources in close collaboration with the Engineer Team Leader; -       Technical support for implementation of projects activities (including: draft BoQs, sketches, implementation plan; -       Provide technical support and capacity building to relevant project staff; -       Contribute in the country shelter strategy and all relevant technical documents; -       Perform other relevant tasks appointed by the line manager;     Internal Coordination -       Submit daily and periodic activity reports to the line manager upon request; -       Ensure accuracy of reported data, by following internal guidelines; -       Refer complaints and delays to relevant ACTED’s staff; -       Keep line manager and Security officer informed about any security issues. Follow internal security guidelines; -       Keep an accurate filling system; -       Participate in internal lessons learned workshops and project feedback.   Accountability to Communities and Beneficiaries The Junior Engineer is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner.  Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies.  This is the responsibility of every ACTED staff member.   Knowledge, skills -       University degree in civil and/or environmental engineering ideally with a focus on residential construction; -       1 year minimum experience in the humanitarian sector with an INGO and/or UN agency in Lebanon; -       Experience managing and implementing building construction or renovation/rehabilitation projects; -       Experience working with contractors and suppliers; -       Working knowledge of engineering software such as AUTOCAD; -       Strong negotiation skills; -       Fluent in Arabic, with excellent written and verbal English skills and the ability to work in an international context; -       Excellent interpersonal skills and external relations Experience working with local authorities and Municipalities will be considered an asset
